It is understood that at present, in Shishi, until in Quanzhou, many textile and footwear enterprises understand the "new threshold" REACH regulations set up by the European Union, and many enterprises are eager to find opportunities to expand the market from the "new threshold" of the European Union.
The REACH regulations, which have been pre registered since June 1st, will once again raise the threshold for related products to enter the EU, and will also pose severe challenges to China's export textile and garment industry, including Shishi.
Although there is still a short period of time for the "rigid" implementation of this regulation, although Shishi exports directly to the European Union, there are not enough chemical products and intermediates, but the EU system also limits the downstream products such as dyes and organic pigments.
Facing the increase of export cost, the EU is still the main export area of Shishi.
According to the latest survey, 6 of the 10 key export enterprises ranked the EU in the main export areas. In the 6 foreign trade companies that exported more than 25 million US dollars, each company had more or less EU export business. Besides, many of the more than 1000 textile and garment enterprises in Shishi exporting foreign trade export to the EU market directly or indirectly. At the same time, many products of Shishi more than 60 dyeing and finishing enterprises, several leather enterprises and more than 100 shoes and leisure shoes manufacturing enterprises were exported to the EU market.
It is understood that at present, dozens of dyeing and finishing enterprises in Shishi do not use many foreign dyes, and the EU's designated auxiliaries and dye supplier products are rare.
This is because the price of dyes and auxiliaries imported abroad is very high.
According to the analysis of the industry, the REACH regulations provide 42 testing methods to assess the impact of chemicals on human health and environment.
When the market volume of chemicals reaches 0.1 tons, 1 tons, 10 tons, 100 tons and 1000 tons, the testing volume needs to be increased gradually.
It is estimated that the cost of dyes and organic pigments will increase by about 5%~10%.
In this regard, yesterday, the people concerned pressed the calculator: according to the regulations, the cost of the basic unit detection for all the chemicals with an annual output of 10 tons is about 78 thousand euros (excluding the assessment of long-term environmental impact). The annual cost of the chemicals is 100 tons, and the cost of the chemicals is about 250 thousand euros, and the annual cost of the 1000 tons of chemicals is about 325 thousand euros.
"Dye and pigment enterprises are mostly weak, expensive registration inspection fees are difficult to bear, and the price of products after registration inspection will also be increased.

In the face of the cost to be increased again, bosses of several lions and dyeing mills in Shishi have already had a good idea.
Taking advantage of the situation to open up product grades and face the new export threshold, what should Shishi textile, clothing, leather and footwear enterprises do?
"We must directly purchase the dyes, auxiliaries, fabrics and leather from the EU designated suppliers, or use domestic products registered through the EU, or coordinate manufacturers such as dyes and auxiliaries, textile and garment enterprises to register through REACH as soon as possible, and take the initiative to deal with the challenges brought by the new" barriers "of the EU.

Because imported dyes can greatly improve the color fastness, product grades and added value will be improved. "
The industry also saw business opportunities.
For textile and clothing, REACH regulation is actually a new "green barrier" and "trade barrier". The challenges it brings are mainly concentrated on dyes, pigments, auxiliaries and other organic intermediates.
But this new regulation will implement the whole life cycle registration of chemicals, and will speed up the adjustment of industry and product mix.
The dyed factories that have no strength are afraid to use the standard dye, and the garment factories with no strength are afraid to use the standard cloth. This difference has business opportunities.
Experts believe that Shishi export cloth and clothing enterprises should fully understand the advantages and disadvantages of the REACH system to the industry, and actively adopt standard dye or cloth according to the requirements of the REACH regulations, or coordinate the manufacturers of dyes and auxiliaries to register in the EU REACH in a timely manner to increase the fabric and clothing grades and obtain a higher selling price, so as to truly leap over the "new threshold" and realize the new development.
