Sweden Recommends That EU Strictly Control Dangerous Chemicals Contained In Textiles.
< p > the Swedish chemical administration has submitted a report to the Swedish government this year and proposes to amend the EU regulation No. 1007/2011 on textile fiber names and related labelling.
In December 2012, the Swedish government had asked the board to make recommendations and principles to improve the EU's regulations on hazardous substances contained in textiles. The above recommendations are the findings of the Council.
< /p >
< p > the Swedish government's main research objectives are: to put forward a unified regulation at the EU level, to effectively lock down the dangerous chemicals contained in the textiles imported from the European market (wherever the origin of these textiles comes from), to limit the hazardous chemical components contained in the textile products used by consumers, including substances that are classified as carcinogenic, mutagenic or harmful to reproductive capacity (CMR), lead to endocrine disorders, harmful to the environment, dangerous to the aquatic environment, and sensitive to respiratory and skin; and formulate a regulation that can be implemented and managed by all parties concerned.
< /p >
< p > EU regulation No. 1007/2011 on textile fiber names and related labels provides for all labels and labels of textiles provided in the EU market.
It is understood that the regulation also introduces new regulations to specify that if textile products contain non textile parts (such as leather) from animal origin, they must contain specific words on the label.
After assessing the regulatory options based on the above objectives, the Swedish chemical authority concluded in its report that the best regulatory approach should be to expand the scope of the EU regulation No. 1007/2011 on textile fiber names and related labelling, thereby limiting the chemical components contained in textiles.
< /p >
< p > it is particularly noteworthy that the EU regulation applies to all textile products. If the Swedish side proposes that chemicals restrictions be included in the regulation, it will be accepted by the European Commission, which may have far-reaching effects on the economic operators.
Other options that have been considered include supervision through the existing REACH regulations (EU regulations, registration, assessment, authorization and restriction of chemicals), the establishment of new textile specific regulations on the basis of CE standards, and the levying of environmental taxes on clothing and textile products.
< /p >
< p > the Swedish chemicals authority said that the revision of EU regulation No. 1007/2011 is the most effective way to avoid the long and complex process of formulating new regulations.
Most of the existing regulations remain unchanged. Simply expand the scope of products covered by the regulations and add new terms. No a href= "http://www.91se91.com/news/index_c.asp" with hazardous substances > textile products < /a > shall be allowed to be put into the EU market.
On the other hand, the board said that the REACH regulations were not intended to monitor the chemical composition of products that were not chemicals themselves. If the regulations were regulated, the restriction procedures would be very manpower intensive.

In respect of environmental taxes, P has said in the past that it has drafted a domestic framework proposal to levy taxes on consumer goods containing certain types of chemicals. The first step is to levy taxes on clothing and footwear.
The bureau points out that it is not only used in < a href= "http://www.91se91.com/news/index_c.asp > clothing > /a >, but also can be used for all kinds of textiles, such as firefighter clothing or furniture textiles, from the perspective of danger and / or risk.
< /p >
< p > however, the Council now points out that the environmental tax is only one of the options at the national level. In any case, market participants may choose to pay taxes instead of reducing the chemical composition contained in textile products.
Therefore, this method will not impose strict restrictions on the use of dangerous chemicals in textiles, so it will not be further evaluated in this study.
Nevertheless, it stressed that the Levy of environmental taxes on textiles is still an option for Sweden.
< /p >
< p > the Swedish chemical administration proposed in its recommendation that hazardous chemicals should be supervised at 3 different levels: Textiles without exemption, limited immunity, and other substances or substances, and the maximum allowable content level should be reduced.
< /p >
< p > > a href= "http://www.91se91.com/news/index_p.asp" > Sweden, < /a > the chemical administration specifically recommends that textile products containing substances that are classified as carcinogenic, mutagenic or harmful to reproduction, or harmful to the environment.
It is also suggested that textile clothing should be banned if it contains chemicals that are sensitive to respiratory and skin sensitization.
Lastly, the board recommended that a list of waiver of performance be included in the case, without further explanation of the scope of the waiver.
< /p >
(P) it is reported that EU legislators may be deeply interested in this report. The European Commission will eventually restrict the products and implement it within the EU.
