    This makes it difficult for textile enterprises in Western China to realize the characteristics of "small batch, multi variety and fast delivery" of textile products.

    The low labor cost is one of the willingness to attract the textile and garment industry in the coastal areas to the Midwest, but Miss Chen, head of a clothing enterprise in Foshan, Guangdong, said: "at present, the wage level in the mainland is hard to attract workers who work in Guangdong to return to their home areas, and the local recruited workers have poor technical level."

    Besides, the investment environment in the Midwest is not yet mature, and the influence of non market factors is greater.

    Compared with the eastern provinces, the poor soft investment environment in the western region has also made some westward spinning enterprises complain bitterness.

    While attracting more investment from all over the country, there are also many incidents of "opening up investment and closing up dogs". "Cold faces and hard means" have frequently hurt investors.
