The official communiqu of < p > a href= "http://sjfzxm.com/news/index_c.asp" > EU < /a > has recently published the European Commission regulation No. 1272/2013 to add new regulations to the existing "a href=" http://sjfzxm.com/news/index_c.asp "polycyclic aromatic hydrocarbon < /a > substance (PAHs) restrictive measures, and will be formally implemented in December 27, 2015.

    < /p >

< p > the new regulation covers many kinds of products, including < a href= "http://sjfzxm.com/news/index_c.asp" > clothing > /a > shoes, toys, sporting goods and household appliances. If the product contains restricted polycyclic aromatic hydrocarbons, it will be sold directly to the EU in the long term and short term.

    < /p >

< p > new regulations show that benzo [a] pyrene, benzo [e] pyrene, benzo [a] anthracene, fused two naphthalene, benzo [b] fluoranthene, benzo [j] fluoranthene, benzo [k] fluoranthene and two benzo [a, and h] anthracene are all polycyclic aromatic hydrocarbons. They have been listed as category carcinogens in accordance with section No. 1272/2008 Ordinance (substance and mixture classification, labelling and packaging regulations).

The new regulation also points out that these polycyclic aromatic hydrocarbons can be found in plastic and rubber parts of many consumer goods.

    < /p >

< p > according to the European Union's chemicals registration, assessment, authorization and restriction regulation (REACH code) Annex XVII (restricted substances list), the twenty-eighth polycyclic aromatic hydrocarbons themselves have been banned from sale to the public.

    < /p >

< p > Germany provides information to the European Commission that the products containing polycyclic aromatic hydrocarbons have the opportunity to threaten consumers' health by means of swallowing and skin absorption.

After assessing the information, the European Commission considered the risk to exist and decided to reduce the health risks of polycyclic aromatic hydrocarbons to consumers by restricting measures.

Therefore, the new regulations limit the content of polycyclic aromatic hydrocarbons (PAHs) in plastic or rubber parts exposed to articles, and the items with a concentration exceeding 1 mg per kilogram will not be put into the market from the date of implementation of the regulations.

In addition, in view of the vulnerability of children, the European Commission considers that a more stringent concentration limit should be imposed on toys and child care products.

Therefore, if the concentration of polycyclic aromatic hydrocarbons in plastic or rubber parts exposed to toys and child care products exceeds 0.5 mg per kilogram, it will not be put on the market.

    < /p >

< p > the above restrictions apply only to the rubber or plastic parts that will be exposed to human skin or oral cavity directly and for a long time or for a short time under normal and reasonable use.

And only temporary or accidental contact with human skin or oral parts or articles, is not within the limits.

The regulation states that the EU market already has low content of polycyclic aromatic hydrocarbons, including carbon black powder and oil substances that comply with Commission regulation 10/2011 (control of food and plastics).

    < /p >

    < p > at present, < a href= "http://sjfzxm.com/news/index_c.asp" > REACH regulation < /a > appendix XVII has been amended, and new contents have been added to the existing fiftieth provisions: < /p >

< p > if under normal and reasonable use, the rubber or plastic parts of the articles will be exposed to human skin or oral cavity directly and for a long time or a short time, and restricted polycyclic aromatic hydrocarbons with a concentration exceeding 1 mg / kg (0.0001% of the weight of the component) shall not be put on the market for public supply.

    < /p >

< p > items include: clothes, shoes, gloves and sportswear; housewares, trolleys, walkers, watchbands, wristbands, masks and hoops; sports equipment such as bicycles, golf clubs and racket; household tools.

    < /p >

< p > if under normal and reasonable use, the rubber or plastic parts of toys will be exposed to human skin or oral cavity directly and for a long time or a short time, and restricted polycyclic aromatic hydrocarbons with a concentration exceeding 0.5 mg / kg (0.00005% of the weight of the product) shall not be put on the market.

    < /p >

< p > the above provisions do not apply to articles first put on the market before December 27, 2015.

< a href= "http://sjfzxm.com/news/index_c.asp" > new regulation < /a > also states that the European Commission will review the limits mentioned in the paragraphs mentioned above according to the latest scientific data before December 27, 2017, and will amend them if necessary.

Regulation No. twentieth will take effect on the twentieth day after the publication of the official gazette.

In order to allow manufacturers to have reasonable time to adapt to new restrictions, regulations will not be implemented until December 27, 2015.
