"The new deal is undoubtedly good news for companies with reasonable product structure and advanced technology. Those enterprises that are backward in technology must continue to struggle in the cold wind or even be eliminated. Before the new deal or the cold spell of plastic exports will be expelled, the State Council has deliberated and adopted the light industry adjustment and revitalization plan in principle. In light of the revitalization plan of light industry, we propose to abolish the processing trade restrictions on some labor-intensive, high technology, energy saving and environmental protection products, and further raise the export tax rebate rate of some light industrial products. Plastics industry is a key industry of light industry. In 2007, the plastics industry accounted for 10.54% of the total output value of light industry, ranking third in light industry. In September 2006 and July 2007, the state has cut down the export rebate rate of plastic products for two times, from 13% to 5%. At the same time, the Ministry of Commerce and the General Administration of Customs added plastic products to the list of new processing trade restricted exports. Even so, the plastics industry is still in full swing. However, in 2008, with the continuous expansion of the financial crisis and the sharp drop in demand at home and abroad, the plastics industry began to decline. Many workshop type plastic processing enterprises have closed down, and some large and medium-sized enterprises have begun to cut production or even stop production. According to customs statistics, since April 2008, the monthly export volume of plastic products in China has been declining for the 7 consecutive month. In October, exports fell to the lowest level in the first half of the second half of the year, only 600 thousand tons, down 6.9% from the same period last year. According to its forecast, the situation in 2009 is still not optimistic, and the growth rate of import and export is likely to slow down to less than 5%. The raw materials for producing plastics, oil, are also being consumed constantly, and less and less. The final destination of plastic products and the environmental problems and food safety problems caused by them are also being valued by the world." The export of plastic products also faces various trade barriers of importing countries, such as quality, taxation, price and environmental problems. Before that, the export volume of low tech and low value-added products in China was large, and the market of fake and inferior products flooded the market, which seriously affected the sales of products, and anti-dumping cases occurred frequently. In this regard, Dong Jinshi suggested that strict quality control is the key. The products produced should not only meet our national standards, but also conform to the standards of the importing countries. At the same time, we should increase R & D efforts, especially to replace the development of raw materials. "The emergence of synthetic plastics using coal, alcohol and food is a good omen." Dong Jinshi said. A customs statistical analysis expert suggested that enterprises should pay attention to adjusting product mix, improving product quality and grade, enhancing the added value of export products, and building our own brand products. The relevant state departments and industry organizations should further strengthen supervision and inspection of the production process of plastic products, especially the recently increased private enterprises, so as to prevent illegal traders from disrupting the market. The appliance of home appliances to the countryside tests the adjustment and revitalization plan of small and medium enterprises, and emphasizes the need to foster the development of light industrial characteristics and industrial clusters. The R & D, manufacturing and distribution of key household electrical appliances such as refrigerators, air conditioners and washing machines in China are transferred from the Pearl River Delta region, the Yangtze River Delta region and the Bohai rim to the central and western regions of Anhui, Chongqing, Sichuan, Hubei and Jiangxi. In recent years, China's household electrical appliance manufacturing industry has begun to transfer to the central and western regions with lower production costs and closer to the regional consumer market. In order to expand consumption in urban and rural areas, the subsidy scheme for "home appliances to the countryside" campaign was put forward in the revitalization plan, and two categories of microwave oven and induction cooker were included in the subsidy scope. The "home appliances to the countryside" is jointly sponsored by the Ministry of Finance and the Ministry of Commerce. The central and local governments will subsidize farmers in purchasing the winning products by 13% in a direct subsidy way. As of February this year, "home appliances to the countryside" has been promoted in 31 provinces, municipalities and cities in the whole country. This means that if the rural consumers in these 31 provinces and cities purchase any product in the winning bid of the enterprises, they will receive government subsidies of 13% of the selling price of the products. Through the situation of winning the bidding of the household appliances to the countryside, the biggest feature is the appearance of many small and medium-sized enterprises. This is a good thing for the small and medium-sized enterprises under the severe financial crisis. However, in the face of small and medium-sized enterprises vigorously enter the rural market, due to the various conditions and product quality and other factors, the promotion of home appliances to the countryside has also brought small challenges to these small and medium-sized household electrical appliance enterprises. As the durable consumer goods, especially for the rural consumers with poor material conditions, excellent quality and perfect after-sale service are the foundation for their foothold. If there is a phenomenon of "Shanzhai home appliance" that is "no more than technology, no price, no innovation, only imitation" in rural areas, the consequences of vicious competition will disappoint the government, enterprises and farmers. The rural consumers are sensitive to price, the difference of consumption is not strong, the product is practical, the consumer psychology is strong and the brand identification is poor. This has provided a great opportunity for some brands that do not rely on quality or price. But when the quality problem is exposed, the backward traffic conditions in rural areas will bring various inconvenience to after-sale maintenance. These brands can not provide perfect after-sale services, which will add to the burden on Farmers' friends. Technology promotes the competitiveness of shoe enterprises. In this revitalization plan, we need to speed up technological progress. Under the shadow of the financial crisis, China's footwear industry is facing difficulties. Under such circumstances, it is imperative for shoe-making enterprises to increase investment in science and technology and raise the high added value of footwear products. The new technologies that the shoe making industry can use are: nanotechnology, laser technology, automation technology, rapid prototyping technology, fiber technology and so on. Shoemaking manufacturers should study and make use of these technologies. The research institutes engaged in shoemaking research should focus on tackling the research and development of high-end shoe materials and advanced shoemaking technology, starting with improving the comfort of Chinese shoes, improving product quality and enhancing the competitiveness of Chinese shoes in the world competition.
