Ministry Of Finance: Rule By Law Leads The Reform Of Fiscal And Taxation System

According to the website of the Ministry of finance, in order to comprehensively and thoroughly publicize the new budget law and promote the implementation of the new budget law, the Ministry of finance, the Chinese Finance magazine and the Chinese Public Finance Research Institute of Shanghai University of Finance and Economics jointly held the "new budget law seminar" in November 5th.

Dai Baihua, a member of the Ministry of Finance and Assistant Minister of the Ministry of finance, attended the meeting and delivered a speech entitled "better playing the leading role of the rule of law and comprehensively promoting the reform of fiscal and taxation system" at the meeting.

Former vice chairman of the NPC finance and Economic Committee, Gao Qiang, former director of the budget work committee of the NPC Standing Committee, Liu Xiuwen, deputy director of the Standing Committee of the National People's Congress Budget Work Committee attended the meeting and delivered speeches.

The relevant departments such as the general office of the Ministry of finance, the division of law, the budget department, the State Treasury division, and some local finance department directors, commissioners and experts have gathered together to study the spirit, principles and specific provisions of the new budget law.

In his speech, Dai Baihua pointed out that the rule of law is a symbol of the development of political civilization to a certain historical stage. It is the basic way that modern countries must choose to manage their country and is the cornerstone of deepening reform and promoting development.

The decision of the Central Committee of the Communist Party of China on comprehensively advancing the major issues of governing the country according to law adopted by the party in the fourth Plenary Session of the 18th CPC Central Committee clearly defined the guiding ideology, objectives, principles and main tasks of comprehensively promoting the rule of law, and pointed out the direction for better guiding the role of rule of law and standardizing the role of the rule of law.

In August 31st this year, the amendment to the budget law was deliberated.

The new budget law has fully implemented the spirit of the eighteen party and the the third Plenary Session of the 18th CPC Central Committee, fully embodies the general requirements of the reform of the fiscal and taxation system established by the Party Central Committee and the State Council. The successful experience of financial reform and development in recent years, as well as the basic elements and principles of the modern financial system, are determined in the form of law, which is an important achievement of the national legal system and the construction of the financial legal system.

The introduction of the new budget law has realized the organic combination of ruling by law and reforming and improving the rule of law. It has a milestone in promoting the reform of fiscal and taxation system through the rule of law and the rule of law.

The financial departments at all levels should deeply grasp the essence and connotation of the new budget law, further enhance the concept of rule of law, consciously regard the rule of law as a criterion of behavior, apply the requirements of the rule of law to understanding, analyzing and dealing with problems, and be good at pforming the ideas of reform into the rule of law.

We should resolve the risks of reform and ensure that the reform is orderly and not out of shape.

Dai Baihua stressed that the financial departments at all levels should take the rule of law as a common belief, promote the formation of a good atmosphere for administration according to law and manage finances according to law; take the rule of law as a fundamental guide to promote the comprehensive deepening of fiscal and taxation system reform; take the rule of law as the work requirement, and further accelerate the process of Taxation and rule by law.

We should thoroughly study and implement the spirit of the party in the fourth Plenary Session of the 18th CPC Central Committee, conscientiously carry out the implementation of the new budget law, push forward the reform of fiscal and taxation systems, and make unremitting efforts to speed up the establishment of a modern financial system.

The responsible comrades of the Ministry of finance, the budget division and the State Treasury division have explained the contents of the new budget law, and reviewed the revision and reform process.

Representatives of the conference said that "studying the new budget law one by one" has deepened the understanding of the provisions of the new budget law, improved the accuracy, consciousness and initiative of the implementation of the new budget law, is conducive to continuously enhancing the awareness of budgetary rule of law, and improving the level of administration according to law and financial management according to law.
