The technical pformation project of the sewage treatment plant of the limited company is located in the Eastern District of Pingyu county industrial agglomeration area. It is invested by 28 million yuan from Pingyu County Luyuan Pollution Control Co., Ltd., which covers an area of 20973.4m2 and a construction area of 8700m2.

The project is designed to deal with the sewage capacity scale of 3000m3/d. The main process is sedimentation + high efficiency air flotation + aerobic + advanced oxidation. At present, the project has been completed and put into operation. This EIA is for the EIA procedure.

The effluent from the six leather factories affiliated to Huicheng Leather Co., Ltd., Pingyu, and the comprehensive waste water produced after the technical pformation were carried out. The effluent discharge standards of tanning and fur processing industrial water pollutants (GB30486-2013) were used to limit the indirect emission concentration of pollutants from newly built enterprises. After reaching the standard, they entered the Pingyu municipal sewage treatment plant for further treatment.

After the completion of the project, Huicheng Leather Co., Ltd. can ensure the normal operation of the Huicheng leather company and discharge of the effluent to meet the target standard, so as to achieve pollution reduction.

The main contents of the project include chromium containing waste water grid wells, chromium containing wastewater treatment pond, chromium containing wastewater treatment sedimentation tank, comprehensive wastewater grid well, gathering well, pre sedimentation tank, efficient flotation tank, regulating pond, primary settling tank, improved A/O tank, intermediate sedimentation tank, advanced oxidation pond, two stage biochemical tank, two settling, final settling tank, sludge collecting tank, sludge concentration tank, dosing room, distribution room, integrated engine room and other structures, as well as fans, pumps and other equipment and facilities.

2. Environmental impact analysis of the project during its operation period

The main environmental impact of the project after operation is: the influence of ammonia gas and hydrogen sulfide on the surrounding atmospheric environment; the effect of the tailings on the water environment after the project has been processed; the influence of grid slag, sand grit, sludge, chrome mud cake and the garbage of workers on the surrounding environment; the influence of various pumps, fans and other high noise equipment on the surrounding environment.

3. The main points of environmental protection measures:

In view of the environmental impact arising from the operation of the project, the following measures are to be taken:

(1) wastewater: the integrated wastewater treatment process of this project adopts the technology of "sedimentation + high efficiency air flotation + aerobic + advanced oxidation process". After treatment, the effluent meets the indirect discharge limit of the new enterprises in the tanning and fur processing industrial water pollutants discharge standard (GB30486-2013), and then enters the Pingyu municipal sewage treatment plant through the municipal sewerage network.

Exhaust gas: for odor emission, 1 sets of low temperature plasma deodorizing devices are set up to remove odor from gratings, regulating tanks, biochemical aeration tanks, etc., and further strengthen the plant greening to further reduce the influence of odor gas on the surrounding environment.

Solid waste: during the period of project operation, there are mainly grate residue, surplus sludge, chromium sludge filter cake and workers' domestic waste. The chromium mud cake is temporarily stored in the temporary storage yard of the construction area, and is regularly sent to the units with hazardous waste disposal qualification. The solid waste is regularly sent to the Pingyu municipal solid waste treatment plant for disposal. The solid waste disposal rate is 100%, which has little impact on the surrounding area.

Noise: mainly for the noise generated by all kinds of pumps, so as to choose low-noise equipment as much as possible. Noise and sound absorption measures should be adopted in the pump room, which can effectively avoid noise's influence on the surrounding environment and staff.

The project is in line with the current industrial policy of the country. The measures adopted during the operation of the project are effective and feasible, and all pollutants can meet the standard discharge. The environmental risk is acceptable. From the perspective of environmental protection, the project is feasible.
