In the third (2014) high-level forum on China's footwear industry development, Suzhou mayor Shi Xiang delivered a speech entitled "seize new opportunities for undertaking pfer and promote the new development of shoemaking industry".
In his speech, Shi Xiang introduced the specific situation to the participants on the footwear industry cluster starting from the high starting point of the footwear industry in Suzhou, and shared valuable experience for helping the development of China's footwear industry.

Mayor Shi pointed out at the beginning of his speech that the construction of Suzhou modern industrial city is inseparable from the earliest guidance plan for park construction.
In the beginning of the construction of "Suzhou - China's modern shoe making industry city", the goal of "creating a new manufacturing and manufacturing center for China's modern shoe making industry and upgrading new benchmarks" was put forward.
Shi Xiang said that 5 years ago, the Suzhou municipal government put forward the "3311" project plan, that is, in 3 years or so, it built 10 square kilometers of shoemaking Industrial Park, and introduced 5-10 well-known international and domestic well-known leather, leather, cloth shoes and leisure sports shoes manufacturers. Dozens of shoe matching enterprises were settled, 100 thousand employees were employed, 100 thousand people lived, and sales income was 30 billion yuan, achieving 3 billion yuan of profits and taxes.
In the planning of the "5522" project of the municipal government, it is planned to spend 5-10 years or so to build 20 square kilometers of shoemaking industrial parks, and introduce 120 internationally renowned and well-known footwear production enterprises and supporting enterprises. 200 thousand people will be employed, 200 thousand will be living, and the annual sales income will be 50 billion yuan, with a profit of 5 billion yuan.
Now, after 5 years of unremitting efforts, in Suzhou, a "Central China shoe capital", which integrates processing, manufacturing, trade and logistics, research and development, education and training, and Convention and exhibition tourism, is rising.
Shi Xiang expects that this year shoe city will achieve 6 billion yuan of industrial output value, an increase of 30%.

Shi Xiang emphasized the importance of enhancing the overall competitiveness of the industry at the forum.
He said that in order to prevent industrial pfer as a simple displacement and duplication, the Suzhou municipal government has always adhered to the idea of leading imports, chain investment, holistic undertaking and cluster development, and gradually developed the development pattern of both large and medium sized enterprises, high end products and high and low industry chain.
Now, following BELLE's settlement in Suzhou, Kangnai, Dongyi, Tamar, Hongxing Erke, New World Bank and so on, more than 90 shoe making and supporting enterprises have entered Suzhou's modern shoe making industry city, and initially formed a complete shoe making industry chain integrating leather processing, shoe material accessories, shoes production and warehousing trade.
The scale of the modern shoe making industrial city in Suzhou has reached 10.8 square kilometers.
From 2010 to 2013, the output value of leather shoes increased by 13 times, and the tax revenue increased 51 times.

Shi Xiang discussed with the attendees the concept of "integration of production and city, integration and development".
He said, first of all, we must protect the sustainability of workers' lives and work in the industrial cities, and achieve the cherished wish of "working in the park and settling in the city" to make the footwear industry more dynamic.
In this regard, he put forward four aspects. First, we should improve the infrastructure construction and make the industrial functions and urban functions of the park highly integrated and develop mutually; second, we should converge to develop the popular spirit, implement the supporting policies such as health care and pension, enhance the radiative driving capability of the service industry, enhance the comprehensive function of the shoe making city; third, implement the safeguard policy so that workers of different age and different levels will have a dream of housing; fourth, we should attach importance to personnel training, intensify vocational education and skills training, encourage the promotion of education and skills, and foster a high quality and stable team.
