The general office of the State Council recently issued the "opinions on accelerating the development of emergency industry" (hereinafter referred to as the "opinions"), clarified the general requirements, main tasks and policies and measures for the development of the emergency industry, and proposed that by 2020, the scale of the emergency industry has expanded significantly, and the emergency industrial system has basically formed, providing strong support for preventing and handling emergencies and becoming an important driving force for promoting economic and social development.

The opinion has deployed six main tasks.

First, speed up the research and development of key technologies and equipment, and support the national science and technology plan (special projects, funds, etc.) to the related science and technology work in the emergency industry.

Two, we should optimize the structure of the emergency industry, define the development direction of emergency products and services, and support the development of emergency service providers closely related to production and life.

Three, we should promote the development of industrial agglomeration, form a reserve base for emergency materials and production capacity, and build a national emergency industrial demonstration base.

The four is to support enterprise development, cultivate large enterprise groups, and promote the development of small and medium enterprises with obvious characteristics.

The five is to promote emergency products and emergency services, to stimulate consumer demand for emergency products and services in the whole society, to improve the allocation standards for emergency facilities and facilities in important public places, and to promote the design, construction and investment of emergency facilities, equipment and construction projects at the same time.

Six, we should strengthen international exchanges and cooperation, support enterprises to go out with high-end emergency products, technologies and services, and guide foreign investment to the relevant fields of emergency industry.

On the basis of making full use of the existing industrial support policies, the opinions focus on opening up the bottleneck policy for the development of emergency industries, and put forward 5 policy measures from aspects of industrial standards, fiscal and taxation support, investment and financing, talent development and improvement of laws and regulations.

First, we should improve the standard system and speed up the formulation and revision of emergency products and emergency service standards.

The two is to increase the support of fiscal and tax policies, support the emergency products and services that are included in the guidance catalogue of the industrial restructuring, encourage investment in the relevant research projects, and establish investment mechanisms for the government to guide the development of emergency industries, and implement and improve the tax policies applicable to the emergency industry.

Three, we should improve the investment and financing policies, encourage all kinds of capital to invest in the emergency industry, support eligible emergency industry enterprises to directly raise funds in overseas and domestic capital markets, and increase credit support for major projects in the emergency industry.

Four, we should strengthen the building of talent teams, cultivate core technology R & D talents and research teams, and encourage overseas professionals to return to China or start businesses in China.

Five, we should optimize the development environment, improve relevant laws and regulations, improve the emergency product certification system, and support the development of major projects in emergency industry.

The Ministry of industry and Commerce said that in the future, it will guide enterprises to enter the emergency industry through merger and reorganization, brand management and so on, and cultivate a large number of large enterprise groups with high technology level, strong service capability, independent intellectual property rights, brand advantages and international competitiveness, so as to accelerate the development of small and medium-sized enterprises with distinctive characteristics and strong innovation ability.
