Mystery inspection team

In June 2009, China Fiber Inspection Bureau revised the "non cotton fiber notarization inspection work quality assessment method" and "non cotton fiber Notary Inspection Supervision sampling inspection implementation measures", aiming at strengthening the assessment of the quality of non cotton fiber notarization inspection work.

According to the "Regulations", the quality inspection of notarial inspection work consists of two parts: regular examination and irregular assessment.

An important part of regular assessment is that the expert group of the Bureau of the Chinese textile industry (MF) will make a sampling inspection on the results of the public inspection, including inspection of the carrying out of notarization inspection procedures and inspection procedures, the implementation of the annual notarization inspection task plan, and the reflection of the quality of the work done by the inspected enterprises, which will eventually be calculated and become the quality coefficient.

This quality coefficient is directly linked to the notarization inspection funds allocated to all parts of the country.

According to Li Bing, Professor of the two Department of the Public Security Bureau of CSB, regular assessment is conducted once every working quarter, and the percentage of cashmere sampling is 4% of the inspection volume of the institution.

The inspection institution must send the sample to the supervision and inspection institution within 5 days, and the supervision and inspection institution must complete the sampling inspection within 15 days.

Because of the importance of supervision and sampling, the annual best surveyors are deployed throughout the country.

In the past 4 years, Meng Qingman and Zhang Zhaodi have been unable to remember how many times they have traveled from Beijing, but they can really feel that the cashmere public inspection data are being recognized by enterprises more and more.

In particular, in 2013, the non regular assessment began to increase, and higher requirements were put forward by contractors in terms of the technology of notarization and the standardization of operation.

In the second half of 2014, Li Bing personally led a team of inspecting inspected every day for eleven consecutive days and checked Hebei, Liaoning, and so on.

And other provincial inspection institutions, as well as Yulin, Hulun Buir and other 5 municipal inspection agencies, the proportion of cashmere inspection institutions accounted for 38.46% of the inspection.

According to Li Bing, the staff of the inspection group are made up of the chief producers of major cashmere producing provinces or textile enterprises.

These people are not only the heads of business, but also the heads of management. They can synthesize various factors to check the inspection institutions.

The inspection team will check the implementation of the notarization inspection plan in every place, check the relevant documents and records such as inspection, acceptance, sampling, inspection procedures, procedures, instruments and equipment, visit some of the inspected enterprises, and listen to the opinions of the inspected enterprises to the inspection institutions in the form of questionnaires.

This inspection has the color of a surprise attack.

The inspection team should go to a certain institution for examination, do not give notice in advance, and do not give any advance preparation opportunity to the contractor.

The greatest advantage of doing this is to be able to make the problems of the construction institutions open up and play an effective role.

For example, in the examination, some problems such as non registration of inspection equipment, incomplete records of original inspection data and expired standards were exposed in the examination, and the inspection group was examined and graded to prompt these problems to be corrected in time.

Meng Qingman said, Qinghai Bureau of inspection will also do some internal comparison, such as issuing a pile of samples, under the supervision of the secretary personally to do the test.

At the same time, the leaders are more strict in the standardization of the work process, and she will not spot check until the record of work records is complete.

The most impressive thing for Choi Yun is that every time the inspection team comes back, the Bureau leaders will check and correct themselves in comparison with the problems found in the inspection.

Changes brought about by new standards

Since May 1, 2014, the new standard has been put into practice in China's cashmere fair inspection.

Therefore, it is an important part of this year's quality assessment of public inspection to examine the use and mastery of the new standards by various inspection institutions.

Of course, to assess others, the premise is that they are fully aware of the new standards, and are able to use the new standards skillfully and accurately in public inspection.

If the inspection technology is not strong enough and the learning ability is not strong enough, it will not be eligible to enter the supervision and inspection expert group selected by the Bureau.

"On the surface, the new standard does not change much, but if we move the whole body, even if it is a little change, we have to start from scratch, because the implementation of standards needs to consider multiple factors."

Meng Qing said.

For example, the new standard has a more detailed division of the cashmere fineness. It used to distinguish fineness from 25um. The above value is coarse wool, and the following is fine cashmere. It is not necessary to consider other factors. Now, we must also consider whether 25um is fine or superfine.

Zhang Zhaodi agreed that when the new standard was executed, he happened to be in the hospital. Before he got back to work, he grasped it word by word, and thoroughly studied the new standard.

In her view, the new standards put forward higher requirements for inspectors in accuracy. For example, the calculation of the length of the cashmere hand row was formerly an integer, only needed to keep one digit after the decimal point and calculate the average length. Now it is required that the length be kept to the two digit after the decimal point, then the inspector must take account of the third digit after the decimal point.

The requirements of the new standard for testing accuracy have also been raised.

Cui Yun said that for the cashmere with coarse weight and the same weight, the inspector had to pick out the impurities of 5g, and now the impurity is not more than 2G. The allowable range of the combed down is also reduced from percentage to 1000.

"In addition, the new standard is more perfect than the original standard, and it also corrected the possible problems in the original inspection."

Cui Yun said.

For example, the old standard unification requires a difference of 0.05 between the length of the hand, which can not be done in the actual operation at a very short time. The new standard sets the length difference between the ranges of 0.03-0.05, which is convenient for the inspectors to operate flexibly.

Regular assessment must be tight and heavy task. This year, the implementation of the new standard has been refined in many ways. This has made Meng Qing and Cui Yun feel under pressure. They haven't had any rest for 15 consecutive days. Their corners of the mouth are all bubbling up, but the progress of work has not been affected in any way, and they have still fulfilled their tasks on schedule.

Interpretation of "heart law" by examiners

In fact, it is obvious to all that the work of fiber inspection is very stressful and the working environment is hard.

During the coldest winter season, there are still a large number of fiber inspecting workers carrying out cotton inspection in the outdoor area of 40% below Xinjiang.

The inspectors should not only do fine technical work, but also do a lot of manual labor.

This time, Meng Qingman and Cui Yun accumulated a ton of water in the flush container, and the important thing was 8000mg.

The most challenging thing is that inspectors, no matter how old they are and how rich experience they are, will have to re evaluate posts when they leave the posts for more than three months, and constantly strengthen the newly revised standards. This invisible pressure seems to be accompanied by every inspector at all times.

What do the inspectors rely on to overcome all this? The answer is responsibility.

As Zhang Zhaodi said, "a ton of cashmere is less than seven hundred and eighty thousand, and more than one million. Enterprises should pay the price according to the data of the public inspection. Once the data are deviate, they will cause great losses to the enterprises. If the enterprises find me, I will be responsible for the enterprises."

Meng Qingman's explanation is: initially, enterprises did not recognize the public inspection data, and now they can take the initiative to come to the door to do the test.

The effectiveness of public inspection has been reflected in all aspects. The data of public inspection can not only provide guidance for enterprises to organize production, but also provide data analysis from the macro level and provide basis for government policies, so as to ensure the quality of cashmere from the source.

"And all these achievements are the result of a year of struggle with a sense of responsibility."

Meng Qing said.

"Now that we are here, we must go back to work, and if we have no sense of responsibility and make some data at random, we will not be able to feel at ease about the unfairness of the contractors."
