At the seminar, the strategic positioning of northeast urban common distribution center was clarified: around the goal of Shenyang's construction as a logistics center city in Northeast China, market-oriented, information technology and resource integration as the means, developing the urban distribution logistics system as the core, taking the current logistics service function as the support, taking the railway resources as the characteristics, building "big traffic, big logistics, and big radiation", focusing on the urban common distribution, vehicle storage and pportation and parts distribution, rail pport, financial logistics, circulation processing and other businesses, and building it into a cross trade business.

Many industries, such as industry, serve Shenyang's central urban area and radiate important logistics nodes in Shenyang economic zone and Northeast China.

The expert group formed the appraisal opinion: the project conforms to the requirements of the national reform of the modern logistics industry and the railway freight pport system, and meets the actual needs of the joint development of the cities in Shenyang. The project has an accurate positioning, has clearly targeted the target market of the pformation of the provincial civilian freight yard, has a comprehensive design of functions and a reasonable layout, and has designed a public information platform for the social service of the civilian cargo storage yard. The project is operable and forward-looking, and the project implementation has great social and economic benefits; the market demand of the research report is analyzed, the data is detailed, the method is scientific, the demonstration is sufficient, and the economic analysis is more reasonable.

From the Shenyang Municipal Development and Reform Commission, it is learned that at present, the construction of social credit system in Shenyang is speeding up, and the dishonesty information such as counterfeiting and selling of enterprises will be incorporated into the scope of the credit data collection in the city, and through the disciplinary linkage with relevant administrative departments, the discredited enterprises will be discredited and restricted everywhere.

The construction of "credit Shenyang" started in 2009. At present, the overall level of Shenyang's credit construction ranks first in the province.

Nevertheless, it is undeniable that some counterfeiting, fake advertising and other dishonest behaviors are like "psoriasis".

One of the main reasons is the relatively simple traditional governance mode.

This year, the construction of "credit Shenyang" will seek greater breakthroughs in credit planning, methods, standard system construction, enterprise credit construction and credit information platform construction.

On the one hand, we will conduct a comprehensive and systematic assessment of the city's credit system, complete the research, compilation and demonstration of the "13th Five-Year" social credit system construction plan in Shenyang. On the other hand, we should coordinate and guide the various regulatory departments to intensify monitoring and spot checks on key products, key industries and key areas, and expose and punish the illegal and dishonest enterprises to the public.

At the same time, we will further improve the function of Shenyang credit information platform, integrate the credit information formed by all relevant departments and regions in fulfilling the functions of public management, and realize the "credit Shenyang" website to provide inquiry services for the public and credit service institutions.

In view of the dishonest behavior of enterprises, Shenyang will implement the two systems of "blacklist" and "disciplinary linkage", that is, using the bad information provided by various departments to determine the blacklist of the dishonest enterprises in the whole city, and combining administrative departments in various fields to impose disciplinary linkage on the "blacklist" enterprises, increase the cost of breaking the trust of enterprises, and promote enterprises to never dare to break faith or to keep their faith.
