Zhang Zhouping, a senior analyst at the China Electronic Commerce Research Center, believes that for example, customs clearance is still lacking in a large number of small and multi batches of products in the new business mode, the qualification of commodity inspection and the customs declaration process. There is a lack of effective cross-border export clearance, settlement and refund.

There are also bottlenecks in credit, the lack of credit in cross-border pactions, online infringement, counterfeiting and shoddy, and so on.

As early as China (Hangzhou) cross-border e-commerce comprehensive test area approved, the Shanghai free trade zone which was listed in September 2013 has already involved cross-border electricity business.

Now, how will the two test areas compete? "At present, the State Council only approved the overall assumption, and the specific policies and regulations may be officially announced in the middle of next month."

Although Hangzhou customs officials said that the Hangzhou comprehensive test area will copy the Shanghai free trade zone to the maximum extent, the industry is optimistic about Hangzhou.
