AQSIQ announced the announcement on the special inspection of the state's supervision on the quality of 11 e-commerce products, such as children's toys in 2015. After examination, the qualified rate of spot checks was only 71.3%, and the detection rate of substandard products was 28.7%.

The sampling involves Tmall, Jingdong mall, shop No. 1, suning.com, Dangdang, Amazon, van customer, vip.com, Wangfujing (600859, stock bar) online shopping mall, wheat bag and other 10 e-commerce platform enterprises, taking "mysterious buyers" from the electronic business platform to buy samples or from the logistics warehouse centralized sampling method, extracted 304 enterprises produced 363 batches of e-commerce products.

After inspection, 219 enterprises produced 259 batches of products, and the qualified rate of spot checks was 71.3%. 98 batches of 104 batches of products were found to be unqualified, and the detection rate of substandard products was 28.7%.

There is a serious discrepancy between the content of clothing products and the indication, and there are many hidden dangers for small household electrical appliances. Among them, "shoes and clothing", "seven wolves (002029, stock bar)", "YONEX" and other brands have failed to detect products.

In 2015, the General Administration of quality supervision, inspection and quarantine organized a special inspection of state supervision for 11 categories of e-commerce products, such as toys, clothing, footwear, back bags and small household appliances, which are sold on the Internet. The spot checks are now announced as follows: 5

I. Basic Situation

(1) the general situation of the sampling inspection.

The spot checks take "mysterious buyers" to buy samples from the electronic business platform or from the centralized sampling of logistics warehouses, and extract 363 batch of e-commerce products produced by 304 enterprises. After inspection, 219 enterprises produced 259 batches of qualified products, the pass rate was 71.3%. 98 batches of 104 batches of products were found to be unqualified, and the detection rate of substandard products was 28.7%.

According to the product, there are 4 kinds of defective products whose detection rate is over 30%, including 47.9% backpack and 36.4% leather shoes. Casual Wear (woven) 35.1%, cashmere knit clothing 34.6%. There are 5 kinds of defective products detection rate from 20% to 30%, including sneakers 28.6%, bedding 25.6%, electric kettle 25%, mobile socket 23.3%, rice cooker 20%. There are 2 kinds of unqualified products whose detection rate is less than 20%, including 3.7% of plush cloth toys, and no substandard products detected by soya bean milk machine (see Annex 1).

(two) the source and number of samples for the spot checks.

The spot checks involve 10 e-commerce platforms, such as Tmall, Jingdong mall, shop No. 1, suning.com, Dangdang, Amazon, van customer, vip.com, Wangfujing online store and wheat bag. Among them, 27 batches of plush cloth toys sold by Jingdong mall, No. 1 store and Dangdang 3 household appliance business platform enterprises were involved, involving 24 production enterprises. Spot checks of Tmall, Jingdong mall, suning.com, Dangdang, fan Kai pin, vip.com and 6 electronic business platform enterprises sold 126 batches of clothing products, involving 111 production enterprises, including cashmere. Sweater Casual wear (woven), bedding, spot checks of 72 batches of footwear products sold by Jingdong mall, Amazon, fan Kai pin, No. 1 shop, Wangfujing 5 online shopping mall appliance manufacturers, involving 52 production enterprises, including leather shoes and sports shoes; spot checks of 48 batches of back bags, including Tmall, wheat bags, suning.com, Amazon, 4 electric business platform enterprises, involving 42 production enterprises; sampling of 90 batch of small household electrical appliances sold by Jingdong mall, 1 shop, suning.com, Amazon 4 business platform enterprises, involving 75 production enterprises, including rice cookers, mobile sockets, soya bean milk machines and electric kettles. In addition, 2 enterprises claimed that their products were counterfeited (see Annex 2).

(three) the main characteristics of the spot checks.

First, highlight the spot checks B2C mode of e-commerce enterprises. The B2C mode, the "business to customer" mode, refers to the direct sale of products to consumers by e-commerce enterprises. The 10 business platform enterprises involved in the spot checks are mainly B2C.

The two is to highlight the self checking products of e-commerce enterprises. A total of 150 batches of samples were collected from the self operated warehouse of e-commerce platform enterprises, and 213 batches were collected from the flagship store on the electronic business platform.

The three is to highlight the source traceability. Through e-commerce platform enterprises, contact production enterprises to confirm the samples and test results, explore the establishment of e-commerce product quality source traceability mechanism, laying the foundation for the implementation of the unqualified products territorial investigation.

The four is to highlight regulatory linkage. Timely feedback the inspection results to the e-commerce platform enterprises, urge the e-commerce platform enterprises to take measures to deal with the unqualified products, and establish and improve the quality internal control system, and strive to strengthen the management of the suppliers.

(four) the main quality problems found in the spot checks.

1. the shock and impact performance of the product is outstanding. A total of 48 batches of back bag products were selected, and 23 batches of substandard products were found. Among the 20 batches, there was an unqualified oscillation impact performance. In addition, the substandard product area of the back bag is relatively concentrated, of which 14 enterprises in Guangdong province have failed to produce 14 batches of products, accounting for 60.9% of the total number of disqualified products.

2., the physical and mechanical properties of footwear products are not up to standard. There were 72 batches of footwear products. A total of 24 batches of them failed, mainly due to unqualified physical and mechanical properties. Among them, 8 batches of sports shoes are not qualified, all of them are not flexural performance.

3. the composition of clothing products is inconsistent with the indication. A total of 126 batches of clothing products were selected, and 40 batches of substandard products were found. Among the 24 batches, there was an unqualified ingredient. Among them, 20 batches of casual clothing (woven) sampling failed, 11 batches of products were not qualified for fiber composition and content, among which 8 batches of fiber types were inconsistent, 3 batches of fiber content exceeded the standard permitted deviation, 5 batches of fabric products failed in 11 batches of bedding products, and 8 batches of cashmere knitted garments failed to meet the standard of 9 batches.

4., there are many hidden dangers in small household electrical appliances. In this survey, 90 batches of 4 kinds of small household electrical appliances, such as rice cookers, mobile sockets, soya bean milk machines and electric kettles, were selected. 16 batches of them were unqualified and the rate of unqualified was 17.8%. In the substandard products, 15 batches of products have hidden dangers of quality and safety.

Two. Analysis of spot checks

(1) plush cloth toys. A total of 27 batches of products produced by 24 enterprises were surveyed, focusing on 5 items, including normal use of products, reasonable and reasonable abuses, mechanical and physical properties, combustion performance, identification and use instructions. The spot checks found that 1 enterprises produced 1 batches of products failed, mainly the wool ball project failed.

(two) cashmere knitted garments. A total of 26 batches of products produced by 25 enterprises were surveyed, focusing on 12 items including fiber content, formaldehyde content, pH value, decomposable carcinogenic aromatic amine dye, water fastness, acid perspiration fastness, alkali fastness to perspiration, color fastness to dry friction, color fastness to washing, color fastness to dry cleaning and bursting strength. After inspection, 9 enterprises produced 9 batches of products failed. Among them, 8 batches of fiber components failed, and alkali fastness to perspiration was not up to 1 batches.

(three) casual wear (woven). A total of 57 batches of products produced by 45 enterprises were surveyed, focusing on 13 items: formaldehyde content, pH value, decomposable carcinogenic aromatic amine dye, odor, acid perspiration fastness, alkali resistance, color fastness to water, color fastness to dry friction, color fastness to washing, color fastness to dry, fastness to light, fiber composition and content, and instructions for use. 20 enterprises produced 20 batches of products failed. The quality problem found in this spot check is that the dry rubbing fastness has 11 batches of unqualified, 11 batches of fiber composition and content are not qualified, 4 batches of pH value are not qualified, 2 color fastness is not qualified, and 1 color fastness is not qualified.

(four) bedding. A total of 43 batches of products from 41 enterprises were surveyed, focusing on 10 items: formaldehyde content, pH value, decomposable carcinogenic aromatic amine dye, odor, acid perspiration fastness, alkali resistance, color fastness to water, color fastness to water, color fastness to dry friction, color fastness to washing and fiber content. After inspection, 11 enterprises produced 11 batches of products failed. Among them, 6 batches of pH value were unqualified, 5 batches of fiber failed, and 2 batches of dry rubbing fastness were unqualified.

(five) leather shoes. A total of 44 batches of products from 34 enterprises were surveyed, focusing on 12 items, including peel strength, wear resistance, leather folding resistance, shoe folding resistance, hook hardness, hook bending rigidity, lower hook length, hook bending performance, bottom heel hardness, lining and pad color fastness, decomposable aromatic amine dye (leather) and free formaldehyde (leather). After inspection, 15 enterprises produced 16 batches of products failed. Among them, folding resistance has 7 batches of unqualified, the lower limit of hook length has 6 batches of unqualified, peeling strength of 3 batches of unqualified, hook hardness 3 batches of unqualified, wear resistance 2 batches of unqualified, hook bending stiffness 2 batches of unqualified, hook bending performance 2 batches failed.

(six) sports shoes. A total of 28 batches of products from 18 enterprises were surveyed, focusing on 16 items, including the peel strength, bending resistance, wear resistance, adhesion strength of the bottom, friction and color fastness of inner liner, free formaldehyde, decomposition of harmful aromatic amine dyes, elongation at break, tensile strength, density, abrasion, yellowing resistance, outsole thickness, hardness, adhesion strength and flexure performance of shoes. After inspection, 6 enterprises produced 8 batches of products failed, all folding resistance performance failed to meet the standard requirements. It is a prominent quality problem found in this sports shoes spot check that the folding resistance is not up to standard.

(seven) carrying a bag. A total of 48 batches of products produced by 42 enterprises were surveyed, focusing on 8 items, including identification, impact impact, suture strength, accessories, zipper durability, color fastness, corrosion resistance of hardware parts, and decomposition of harmful aromatic amine dyes. After inspection, 21 enterprises produced 23 batches of products failed. Among them, 20 batches of vibration impact capability failed, which is the most important quality problem found in the spot checks. In addition, there were 11 batches of unqualified parts, 1 batches of unqualified sewing strength, and 1 batches of rubbing fastness.

(eight) electric rice cooker. A total of 20 batches of products produced by 20 enterprises were surveyed, focusing on 16 items, including the input power and current of electric cooker products, the protection of heating parts, heating, leakage current and electrical intensity at work temperature, moisture resistance, leakage current and electrical intensity, abnormal work, mechanical strength, structure, internal wiring, power supply connection and external soft wire, wiring terminals for external conductors, grounding measures, screws and connections, electrical clearance, creepage distance, solid insulation and energy efficiency rating. The spot checks found that 4 of the 4 batches of products produced by the company were unqualified. Among them, 3 batches of input power and current were unqualified, 1 of the grounding measures failed, and 1 batches of energy efficiency grade failed.

(nine) mobile socket. A total of 30 batches of products produced by 24 enterprises were inspected. 6 items were inspected for size inspection, electric shock protection, plug and mobile socket structure, heat resistance, insulation resistance, non flame resistance and electric resistance. After inspection, 6 enterprises produced 7 batches of products failed. Among them, 5 batches of heat resistance were unqualified, 4 batches of size inspection failed, and 4 batches of plugs and mobile sockets failed.

(ten) soya bean milk machine. A total of 20 batches of products produced by 11 enterprises were surveyed, focusing on 14 items, including input power and current, protection against heating parts, heating, leakage current and electrical intensity at work temperature, moisture resistance, leakage current and electrical intensity, abnormal work, stability and mechanical hazard, mechanical strength, structure, internal wiring, power supply connection and external soft wire, grounding measures, electrical clearance, creepage distance and solid insulation. After inspection, 20 batches of products were not found in quality problems.

(eleven) electric kettle. A total of 20 batches of products produced by 20 enterprises were inspected, focusing on 12 items, including input power and current, protection against touching live parts, leakage current and electrical intensity at work temperature, abnormal work, mechanical strength, structure, internal wiring, power supply connections and external soft wires, wiring terminals for external conductors, grounding measures, screws and connections, electrical clearance, creepage distance and solid insulation. The spot checks found that 5 enterprises produced 5 batches of products failed. Among them, 5 batches of substandard jobs were unqualified, 1 batches of the products were unqualified, and 1 batches of product power connections and external soft wires failed.

Three, job requirements

In view of the problems found in the special spot checks of the national supervision of the product quality, the departments of quality and technology supervision of all provinces (autonomous regions and municipalities) should strictly follow the regulations of the PRC on the quality of products and the regulations for the supervision and inspection of product quality.

(1) the production enterprises that fail to qualifying products in this spot check shall be dealt with severely according to law. In particular, if the quality of products found in the spot checks does not meet the requirements of the national mandatory standards, enterprises shall be ordered to stop production and sale of substandard products according to law, and shall be supervised and destroyed or made necessary technical treatment in accordance with relevant regulations.

(two) in view of the outstanding quality problems reflected in this sampling inspection, including the impact impact performance of the backpack products, the mechanical and physical properties of the footwear products, the fiber composition and content of the textile and clothing, and the electrical safety of the small household electrical appliances, we should increase follow-up monitoring and inspection efforts.

(three) inform the local government and relevant departments of the unqualified products, and take effective measures to urge enterprises to implement the main responsibility of product quality and safety in accordance with the law, guide enterprises to organize production strictly according to the standards, and earnestly safeguard the quality and safety of e-commerce products.
