The representatives of textile enterprises attending the conference said that the current export situation of textiles was serious, orders were small, two was small amount, and three was tight. Buyers were trying to avoid the possible loss of cotton prices.

Although the price of domestic cotton has declined and the difference between domestic and foreign cotton prices has shrunk this year, the trend of textile industry pferring to countries with low cost of labor and raw materials such as Southeast Asia will not change. The survival environment of domestic textile enterprises will not improve. Textile enterprises will further differentiate. Small and medium-sized enterprises without technical support will be eliminated.

However, with the implementation of target price management in cotton production, the 400 type processing enterprises have lost the policy support, coupled with the market downturn and price upside down, and the advantages are losing gradually. The 200 type enterprises have come back to China.

How to maintain the reform results of quality management system? The state should study and introduce policies as soon as possible.

Li Lingkong also said that the state has already put the approval authority of cotton processing and production lines down to the provincial level. Hebei decided to maintain the same number of existing 400 type processing enterprises, and the 200 type enterprises no longer issue processing licenses.
