Due to the fact that China's cotton planting cost is the highest in the world and the quality of cotton has been greatly reduced, the farmers have been struggling for a year and have little competition in the international market. Therefore, Wang suggested that from the perspective of overall economic development, the state should include agricultural reform in the important agenda and attach importance to the vital interests of farmers. From the perspective of cotton industry chain, we should pay close attention to improving cotton quality, simplify the process of purchase and sale, and let cotton flow in the market as soon as possible, so that only three parties can benefit from production and marketing, so that the industry can continue to survive.

In addition, the state needs to work out the cotton development plan for five years. We should consider the whole industrial chain and set up a comprehensive cotton industry alliance covering seed, agriculture and cotton spinning as soon as possible.

When it comes to policies such as quotas, national reserves and so on, Wang always hopes cotton.

Quotas can be fully liberalized and sent to enterprises as early as possible so that enterprises can grasp the timing of procurement in a timely manner so that quotas can really play their due role.

The reserve cotton selling system is normalized. It needs to be sold according to the market rules. It should consider the time, location, price and the difficulty of enterprise management, and try not to fluctuate against the market price.

Wang said that the Xinjiang preferential policy will continue for five years after the introduction of the preferential policies in 2014.
