Hangzhou took the lead in upgrading to China's cross border electricity supplier comprehensive pilot area in March 2015 and assumed a pilot system in terms of regulatory system.

The document was published only after the approval of the General Administration of customs. It can be said that the 56 document of the Customs General Administration last year has not only made a distinction between imports and exports, B2B and B2C, but also upgraded the regulatory mode from the "list of nuclear releases and summary declarations" to "listing, placing, paying taxes and withholding."
In terms of commodity inspection, the AQSIQ made a special proposal in July 2015 for Hangzhou to support the development of China (Hangzhou) cross border e-commerce comprehensive pilot area.
With the support of this document, Hangzhou has simplified the hygiene registration procedures for overseas food enterprises and the process of compulsory product certification, and has implemented the inventory management system for import and export products, and has set up a National Center for cross border e-commerce quality and safety risk monitoring.
In addition, Hangzhou launched a single window platform for cross-border electricity providers in June. The platform can be regarded as an upgraded version of the original customs clearance platform (Hangzhou as a "cross-border one step"). It not only provides online paperless government services, but also provides financial, logistics and other business services.
Online, the park in Hangzhou will bloom more this year. As of December, a total of 8 parks have been opened.
Although the pilot of Hangzhou is mainly export oriented (especially B2B), the exploration of its system will also help to promote the overall development of import cross-border electricity providers.
Zhengzhou is the only pilot city for cross-border electricity in the central region.
From the point of view of customs clearance, the pilot project in Zhengzhou is far ahead: as of September 2015, the total volume of imports of E trade in Zhengzhou exceeded 30 million, exceeding the sum of other pilot cities.
Although the pilot volume is still dominated by the E trade of Henan bonded logistics center, Zhengzhou airport and Xinzheng comprehensive bonded zone have respectively passed overseas direct mail and online shopping bonded real estate tests this year.
This also means that in addition to E trade, Zhengzhou unified version of cross-border e-commerce information platform has also been on-line operation.
In September 2015, Li Keqiang inspected the bonded logistics center of Henan, and the pilot of cross border e-commerce in Zhengzhou was once again well received by the leaders of the state (the last one was inspected by general secretary in May 2014).
In addition, Zhengzhou is also actively applying for the national cross boundary electricity supplier comprehensive test area this year.
In my view, Zhengzhou's customs clearance and customs clearance process are all at the forefront of the pilot project. The only limitation is that the export pilot is not making much progress.

The pilot project in Ningbo also made great progress in 2015, mainly in three aspects: first, the pilot of cross-border electricity export was launched.
Although the export business has long been listed in the pilot scheme of cross-border electricity supplier in Ningbo, it was not officially launched until May 2015.
Second, the mode of "direct purchase" was opened.

Guangzhou's cross-border electricity supplier pilot developed rapidly in 2015, with the value of customs clearance ranking first among the pilot cities.
Because of the advantages of Guangzhou in the air pportation (Baiyun Airport is one of the three major international hub airports in the country), shipping (Southern China area throughput first) and land pportation (adjacent to Hongkong, the daily land and port cars shuttle back and forth), many well-known cross-border e-commerce enterprises have chosen to layout in Guangzhou, including Jingdong, 1 stores, Amazon, vip.com, jumei.com, Suning and Tmall international businesses.
In addition, the outbreak of Guangzhou's pilot volume in 2015 also benefited from Guangzhou's model: led by major logistics enterprises, and the government did not build a unified customs service platform.
In this mode, the logistics enterprises have built up their own customs clearance platforms, and have been working hard to attract cross-border e-commerce enterprises across the country. This is obviously much more efficient than the government.
In addition, this year's Guangzhou import cross-border O2O experience shop is everywhere.

The pilot of Shenzhen's cross-border electricity supplier was approved in July last year, which is later than the six cities.

Almost all the pilot projects of cross-border electricity in Shenzhen are concentrated in the former Gulf bonded port area, with the supporting infrastructure including Shenzhen airport, Hongkong airport and port.
We know that Qianhai, Shenzhen, is the "special zone in the special economic zone", not only the Shenzhen Hong Kong modern service industry cooperation zone, but also listed as one of the three major areas of Guangdong free trade pilot area this year.
From this we can see that Qianhai's policy advantages are obvious.
The above seven cities are the 5+2 pilots we used to say before.
In 2015, Tianjin and Fujian's Fuzhou and Quanzhou also joined the cross-border import and export pilot.
Among them, Fuzhou and Quanzhou did not get the official approval from the State Council, but the bonded import operation has already started. Tianjin was approved by the State Council in October and is currently building relevant customs service platform.
It can be seen that there is a big gap between the ten cities.
However, at present, the pilot of bonded imports has shown the pattern of East, West, north, South and central nine provinces and cities.
