The industry association tracked the economic operation data of some cotton textile industrial clusters in December 2015, and gathered more than ten industries.

The effective data are analyzed and compared with the data in the same period last year. Combined with field research, the overall production and operation situation of cotton textile industry cluster in 2015 is basically stable, and the following characteristics are presented.
1, the number of enterprises in the clustered area remains stable.
The accumulative report of 1-12 months in 2015 showed that the total number of enterprises in all the more than ten regional clusters increased by 0.8% over the same period last year. However, the number of Enterprises above designated size decreased by 0.9% over the same period last year. From the absolute number of enterprises, the total number of enterprises in more than ten regional clusters increased by 27, mainly from Linqing City. The number of all caliber enterprises in other clusters basically remained unchanged or increased by one digit in 2014 compared with that in 2014, while the total number of Enterprises above designated size decreased by 7 compared with that of last year.
The average operating rate is not equal to 70-95%, and generally speaking, the starting rate of spinning cluster is better than that of weaving cluster.
From the average number of employees, the total number of these industries increased by 4.9% compared with the same period last year, and the number of Enterprises above designated size increased by 2.4% over the same period last year.
From the regional perspective, the number of employees in Shihezi, Xinjiang increased significantly, up 59.2% from the previous year, and the number of employees in the Yuncheng area increased by 25% (11.4% of the enterprises were regulated), while the number of employees who had the largest reduction in the number of employees in the cluster was 900 or less, which was 11% lower than that of the previous year. The decline in the number of employees from other regions was between 2-5%. The main reason for the decrease in the number of employees in the cluster was the upgrading of equipment, the improvement of automation level, the decrease in employment, and the merger and reorganization.
From the above number of enterprises and the changes of employees, the enterprises of these major cotton textile industrial clusters remained stable, and there was no adverse situation of large scale failures and conversion of workers and large number of staff.
2, capacity and output increase or decrease.
Spinning: in the 1-12 month of 2015, the number of cluster spinning production increased by 12.4% compared with the same period last year, and the output of all kinds of yarns increased by 3.2% (3.5% higher than that of the regulated companies). The increase of production capacity in Linqing City increased by 23% over the same period last year, and that in Shihezi and Yuncheng increased by about 2%, indicating that the spinning capacity of other regions was flat, indicating that the spinning capacity of these clusters had not decreased significantly. The largest increase in yarn production reached 49% in Shihezi, Xinjiang, mainly because of the decline in yarn production (-35.7%) in 2014, and the increase in output in 2015.
Xianfeng town industrial cluster loom production capacity dropped more than that of the same period last year, which has dropped by about 14%, mainly due to technical pformation and industrial pformation and upgrading, and eliminated more old looms. In terms of output of all kinds of cloth (including colored fabrics and denim), the output of enterprises in the whole industry increased by 1.5% over the same period, and the output of textile enterprises increased by 2.8%. It is worth noting that the output of textile industries in Xiajin and Yuncheng increased, and the decline in the output of pioneer and Hutang towns was far less than that of production capacity. All of these indicated that industrial clusters were actively adjusting the industrial structure, from the development of yarn products to the back fabric, upgrading from low-speed looms to high-speed looms. Weaving: the number of cluster looms in statistics is basically flat, and the number of looms is reduced by 2.4% compared with that of Shihezi.
3, the quality of cluster economy is not satisfactory.
The accumulative reports of 1-12 months in 2015 showed that the economic indicators of cotton textile industrial cluster increased differently. In general, the increase of operating costs, such as main business costs, taxes and additional tax and value-added tax, was greater than the increase in sales revenue and profits, indicating that the quality and efficiency of cluster enterprises were not ideal and the burden of enterprises was heavier.
Among them, Shihezi realized losses in 2015.
4. Field research, cluster enterprises strive for pformation and upgrading.
At the beginning of 2016, the China Cotton Trade Association visited field in Yuncheng, Shandong, Gaoqing and Hubei.

The spinning enterprises in the cluster have the trend of polarization, and the products also develop from the low count to the middle number. Besides the specialized spinning denim yarn enterprises, the main yarn counts of several clusters have reached 40 branches, the main combing yarn is mainly combed yarn, the main sales mode is mainly market, and the sales area has Nantong textile market, Fujian and Guangdong. Because of the low demand in recent years, the enterprises in the cluster do not dare to hoard raw materials such as cotton. Now they are buying, reducing the occupation of liquid capital, making full use of the original sales channels and geographical location advantages, stabilizing customers, ensuring sales, actively developing downstream industries in the region, reducing pportation costs and controlling the stock of finished yarn as far as possible. In terms of equipment, some enterprises purchase new models, and some enterprises actively carry out equipment pformation. New spinning devices such as compact spinning and siro spinning have become the first choice for upgrading of cluster enterprises.
In addition to technical pformation, Yuncheng enterprises also invested a new investment in the production of 50 thousand spindles of automatic coarse and fine spun yarn production line, which has now been formally put into production, and the employment has obviously decreased.
But in general, the utilization ratio of the three spinning clusters is still insufficient, and the opening rate of the enterprises is between 50-80%. With the change of the situation in other industries, the employment stability of cotton textile enterprises has improved.
In terms of corporate financing, affected by the current domestic economic downturn and the risk of guarantee circles, the cotton textile enterprises in the cluster are getting more difficult to obtain loans from banks. Several major state-owned banks have classified the textile industry as restricted loans, and the procedures of qualification examination and extension assessment are cumbersome and the lending time is very long.

Channels, to pay a high cost of financing, this phenomenon is particularly prominent in the Ma Kou area. Ma Kou Town is a "famous town in China". The sewing thread output reaches 50% of the total output of the country. The main product is mainly made of polyester sewing thread, though cotton is not used. However, because the names of the enterprises are mostly cotton spinning, the banks refuse to lend money when they hear cotton spinning, so the enterprises in the region are running rather difficultly.
Faced with numerous difficulties, various industrial cluster governments have taken the initiative to solve problems for enterprises, and some have introduced special support policies on the supply side to allow cotton spinning enterprises to enjoy preferential agriculture; some organizations have set up alliance platforms to solve the liquidity difficulties of individual enterprises; others have actively considered the overall pformation and upgrading of regional industries, extended the industrial chain, promoted strategic cooperation between upstream and downstream enterprises in the region, held together to keep warm, and developed their respective advantages and common development. The government led actively considered the formulation of a new industrial development plan for 13th Five-Year, and actively guided the pformation and upgrading of cotton textile industry in the region.
