Vietnam Is Trying To Reform Customs To Deal With FTA, Which Is Not A Simple Matter.
The World Trade Organization (WTO) "
Trade facilitation agreement
"(Trade Facilitation Agreement:TFA) will promote customs reform to facilitate border trade and comply with international standards. This is a very important task because Southeast Asian economies are striving to accelerate customs reform and hope to increase exports because several" free trade agreements "(FTA) are coming into force.
Nguyen Toan, director of the International Cooperation Office of Vietnam customs administration, said that TFA contains provisions on cargo clearance and needs to create a clear environment to implement FTA commitments.
The modernization of customs management will accelerate to facilitate the clearance and avoid the loss of import and export tax.
The TFA WTO was adopted in the "Barry Ministerial Conference" (Bali Ministerial Conference) in 2013. The agreement aims at setting up measures to promote effective cooperation between customs and other relevant authorities in trade facilitation and customs management, and to enhance technical support and energy construction in this field.
The General Administration will set up a plan to set up a committee to implement the promise of the agreement. By 2015, Vietnam had dealings with more than 200 countries, including 14 FTA, a total of 55 countries.
Liberalization trade
To promote prosperity and prosperity of exports.
Vietnam's export target in this (2016) year was set at US $187 billion, which was 10% higher than that in the (2015) year.
Under a regional development plan, Vietnam's exports will reach US $300 billion by 2020, averaging an average of 11-12% over the 2015-2020 years.
The canal says Vietnam has 64 WTO agreements.
TFA
The fifty-fourth Member States will enter into force after the agreement of two member states of all WTO members, i.e. 108 member states.
The TFA said it was a challenge for Vietnam because Vietnam's 90% enterprises were small and medium enterprises, and trade bribery still had a headache.
The canal also pointed out that due to lack of coordination and connection between relevant departments, the trade will be convenient.
