On behalf of the members, China's push for international capacity cooperation is not an expedient measure. It has been given multiple meanings.

It is not only an important measure to maintain high speed growth in the economy, but also a key step in promoting China's new round of high-level opening up and enhancing international competitive advantage. It is also an important starting point for deepening mutually beneficial cooperation between China and other countries concerned.

It can be predicted that in the next five years, the government will vigorously promote the "international capacity cooperation" in the tide of Chinese enterprises in the international arena will be a great success, the pace of China's multinational enterprises will greatly accelerate the pace of layout.

Looking for a new way out in a downturn

Last June, when Premier Li Keqiang visited France, he said that China had a large number of middle ends.

The production line and equipment capacity, high cost performance, meet the needs of developing countries.

Developed countries have high-end technology and equipment.

Promoting international capacity cooperation, combining the advantages of China and developed countries, producing key technologies and equipment, meeting the needs of developing countries at lower prices and higher quality, driving China's industrial upgrading and expanding exports by developed countries.

This is also the best interpretation of "international capacity cooperation".

At the end of 2014, when Premier Li Keqiang visited Kazakhstan, China and Kazakhstan signed a number of cooperation agreements in roads, housing and other fields.

After several rounds of talks, the two sides have released about $24 billion 100 million worth of cooperation space.

Cooperation between China and Kazakhstan is only the "iceberg" of China's international capacity cooperation.

In 2015, China's international cooperation in production capacity achieved great success.

A major breakthrough has been made in the "going out" of the railways: Indonesia's high speed rail project started with the adoption of Chinese technology, standards and equipment; the old and old railways entered the implementation phase; the Sino Thai railway started; the Serbia section of the Hungarian railway started on schedule.

In addition, the construction of overseas economic and trade cooperation park is accelerating and is becoming a major platform for China to develop international capacity cooperation.

At present, there are 75 overseas economic and trade cooperation zones that Chinese enterprises are promoting to build. They are distributed in 34 countries, and have driven nearly 18 billion US dollars in investment, attracting 1141 enterprises in the region (711 Chinese funded enterprises), and some big contracts are "landing" at the same time.

The pace of international capacity cooperation will ultimately require enterprises to practice.

In this year's government work report, it stressed that "adhere to the enterprise oriented, government driven, market-oriented operation".

"Enterprises will make different choices according to their own situations. This process will be diversified."

Xing Houyuan pointed out that overseas construction of industrial parks is only a way. Some small and medium-sized enterprises and private enterprises may choose to set up R & D bases overseas, or buy high-end patents such as patents overseas to seek marketing channels and intellectual resources, and then improve their manufacturing level and capability in the domestic market in order to realize their own development and circulation.

"Domestic poplar per ton is 800 yuan to 1000 yuan, and the cost of labor in Indonesia is much lower as long as 300 yuan to 500 yuan."

Yu Xueyuan, chairman of Jiangsu's Shang Shang new material stock company, told reporters that his company delineated 400 square kilometers of forest in Indonesia two years ago to invest in the construction of an agricultural ecological park and launch a wood processing project.

At present, the other 6 enterprises in the downstream industry have signed up for the park, and there are many other enterprises in the relevant negotiations.

As the main body of the market, the enterprise's independent decision-making means that it will take its own risks.

In Xing Houyuan's view, the world political situation is not stable, which will bring potential risks to enterprises.

Trade and investment protectionism in some countries is also an obstacle for Chinese enterprises to "go global".

For example, the threshold of "quality admittance" was the biggest barrier that Hai encountered when entering North America and Europe.

Chen Qingzhou, chairman of the Limited by Share Ltd, admitted that after two years of adjustment, he gained the quality standard for entering North America, and then gained recognition in developed countries such as Britain and Germany.

Goal orientation to form global industrial layout

In May 2015, the State Council issued the "guiding opinions on promoting cooperation in international capacity and equipment manufacturing", and proposed that 12 industries such as iron and steel, nonferrous metals, building materials, railways, power, chemical, light and textile, automobile, communications, construction machinery, aerospace, shipbuilding and marine engineering as key areas to promote international capacity and equipment manufacturing cooperation.

The draft 13th Five-Year plan outlines the plan for international capacity cooperation in the next five years, that is, focusing on the above 12 industries, carrying out international capacity and equipment manufacturing cooperation through overseas investment, project contracting, technical cooperation and equipment export, and promoting equipment, technology, standards and services to go out.

In this regard, Xing Houyuan believes that this year's high-speed rail, nuclear power, communications, new energy and other high-end industry projects will be a major focus of international capacity cooperation.

The development of key national cooperation projects along the belt and the development of border and cross-border cooperation zones will be the focus.

But looking to the future, China's international production capacity cooperation should not be confined to these 12 industries. It should also form a new pattern of global industrial layout, and should have new development in breadth and depth.

"We need to form a global industrial layout and form a pnational industrial system.

At first, it is a point, but eventually it will become a piece of film and form a network.

During the "13th Five-Year" period, international capacity cooperation should be formed.
