Hebei Promotes Fast Development Of Cross Border E-Commerce

In April 20th, the general office of the provincial government issued the "action plan for tackling foreign trade in the province in 2016".

Six new action plans, namely, the promotion of new advantages, training of foreign trade entities, training of foreign trade export insurance, and docking of banks and enterprises.

We will implement six plans of action to ensure the goal of 5% of the province's foreign trade growth.

Foreign trade enterprises precise support action.

At the provincial level, 6 steering teams are composed of 16 joint offices of the foreign trade office, helping 100 key foreign trade enterprises with an export volume of more than ten million dollars.

The municipal level consists of a number of supervisory and support teams, focusing on 2000 enterprises with export volume exceeding US $1 million.

The steering group should help the enterprises in depth and solve all the difficulties and problems faced by enterprises in terms of financing, tax rebate, market development, commodity inspection, customs and business environment.

Overseas exhibition development.

The state and provincial special funds shall give priority to the 63 key and cultivation exhibition booth fees, freight rates and publicity fees of the enterprises participating in the organization.

Using the National Foreign Trade Development Fund or the special funds of cities, counties (cities and districts), we will give some support to the 40 recommended exhibition booth fees.

New initiatives to enhance foreign trade.

We should enhance the level of foreign trade base construction, grasp 72 foreign trade bases (gathering areas), and 19 export food and agricultural products quality and safety demonstration zones, and increase export oriented agriculture in 2016.

Production demonstration zones (bases) 40, export agricultural products pass rate of more than 99%.

Actively publicizing and promoting the independent brand of Hebei's foreign trade, and supporting enterprises to carry out overseas rights protection activities through trademark and patent registration protection.

The main body of foreign trade is training.

Free training in foreign trade policy practice, foreign trade base, international market development, cross border e-commerce and risk protection for export enterprises will be conducted to guide enterprises to make good use of existing policies.

Foreign trade export insurance guarantee action.

We should give full play to the functions of credit insurance risk protection and trade financing, provide risk protection for export enterprises, help enterprises obtain policy financing, and help enterprises expand the international market.

We will continue to support agricultural and export enterprises and small and micro enterprises, high-tech and equipment manufacturing export enterprises, and other export enterprises such as textiles, clothing and light industries with an annual export volume of less than US $3 million.

Bank enterprise docking action.

The export enterprises with orders and lack of funds should be included in the docking of banks and enterprises. According to the actual needs of foreign trade enterprises, banks and enterprises should be organized regularly.

Support financial institutions' innovative products, open up green channels, take export orders, letters of credit collateral, intellectual property rights, patent pledge, equity mortgage, fund participation and other ways to solve the problem of corporate financing.

We should strive to solve the outstanding problems through the above action plan, grasp the key projects, tap the export potential, and ensure that the target of 5% growth in foreign trade export is achieved.

Promote the rapid development of cross-border electricity providers, and strive to cultivate hundreds of cross-border e-commerce demonstration enterprises during the year.

Promote the rapid development of cross-border e-commerce.

Strive to cultivate 100 cross-border e-commerce demonstration enterprises, 10 cross-border e-commerce platforms, 5 cross-border e-commerce parks and 10 cross-border e-commerce sites overseas.

We will strive to build an international mail exchange bureau (post office) at Shijiazhuang Zhengding International Airport in 2016 to build a convenient import and export platform for cross border e-commerce in our province.

Encourage foreign trade comprehensive service enterprises to become bigger and stronger.

Actively absorb the experience of "one taton" project in Fujian, Shandong and other advanced provinces, and accelerate the establishment of "one taton" in Hebei to set up subsidiaries and business promotion.

Support for the pilot of market purchase trade.

Actively strive for the Baigou bag market to be included in the national market procurement and trade mode, and promote pilot experience and reform results.

Support the Xinji leather and Qinghe cashmere market to explore the way of market procurement and trade, and promote the integration of traditional trade and market purchasing trade.
