Transformation and upgrading.
The summit was strongly supported by the Shishi people's government and Shishi International Textile City Development Co., Ltd.
Sun Ruizhe, vice chairman of the China Federation of textile industry, said at the meeting that the "textile industry 13th Five-Year development plan" to be released soon put forward: "the textile industry is China's traditional pillar industry, an important livelihood industry and an industry that creates new advantages of internationalization. It is a combination of technology and fashion, clothing consumption and industrial use. It plays an important role in beautifying people's life, promoting related industries, stimulating domestic demand growth, building ecological civilization, enhancing cultural self-confidence and promoting social harmony."
The new positioning of the textile industry reflects the importance of the industry as well as the necessity and urgency of the innovation and development of the industry.
Vice President Sun Ruizhe put forward the theme of "exploring the gene of textile product innovation" at the meeting.
The structural reform of supply-side
We should take the industry pformation, upgrading, quality and efficiency as the direction; in the pursuit of the fashion context, we should take product development and technological innovation as the way.
Worldwide, the group technology revolution characterized by intelligence, green and ubiquitous is profoundly adjusting the division of labor, reshaping the competition pattern and changing the contrast of forces.
China should seize the historical opportunity of "overtaking the curve", change from running to parallel, and ultimately achieve the lead, and achieve greater and stronger.
Policy level, innovation driven development has risen to national strategy.
The CPC Central Committee, guided by the "five development concepts", takes the structural reform of supply side as the main line, and focuses on the "three products strategy" of increasing variety, quality and brand, and gives macro policy support to the textile industry's innovation practice.
At the industry level, the economic "L" trend is a good opportunity for the industry to achieve innovation and development. The decline of growth rate reveals the structural and institutional problems accumulated during the previous high growth process, while releasing pressure, it also reserved room for innovation and development.
How to achieve innovation and development?
First, innovative development has realistic foundation.
In the 2011-2015 years, the textile fiber processing volume increased by 5.1% annually. The above scale textile enterprises realized an average annual increase of 9.2% in the main business income, and realized an average annual increase of 11.5% in total profits. The main economic indicators were at a good level in the national industrial system.

clothing
The export volume increased by 6.6% annually, accounting for 37.4% of the world's share from 34.3% in 2010.
However, the reality clearly shows that since 2010, the main indicators such as total fiber processing, main business income, total profit, total export volume and industrial added value in China's textile industry have significantly declined and stabilized.
The speed of development tends to be gentle. The inducement is the increasing pressure on resources and environment, the rising cost of production factors, and the catching up of technological catching up, but it reflects the problem of structural adjustment and dynamic pformation.
In the 1-5 month of this year, the industrial added value of textile industry above the national scale (excluding textile machinery) increased by 6.7% over the same period last year, and the growth rate was unchanged from the same period last year. The total retail sales of clothing and footwear and knitted textiles increased by 7% over the same period last year, slowing by 4 percentage points over the same period last year.
In 1-5 months, the total export volume of textiles and clothing in China was 101 billion 16 million US dollars, down 1.97% from the same period last year. The total export volume of textiles was 43 billion 325 million US dollars, down 0.03% from the same period last year. The total export volume of garments was 57 billion 692 million US dollars, down 3.19% from the same period last year.
However, in May, the export volume of textiles and clothing was 23 billion 516 million US dollars, an increase of 12.74%, an increase of 0.53% over the same period last year, and all of them achieved positive growth.
As the supporting force of China's industrial economy, the textile industry plays an important role in the national economy.
In 2015, the main business income of textile and garment industry was 70713 billion yuan, accounting for 6.41% of China's above scale industry (6.32% in 1-4 this year); total profit was 386 billion yuan, accounting for 6.07% (5.74% of this year's 1-4); tax accounted for 4.30%, investment accounted for 5.32%; textile and clothing exports were 291 billion 100 million dollars, accounting for the proportion of the total exports of goods in the country.
Clothing and shoes
Needle textiles accounted for 9.46% of the total retail sales of consumer goods above the national limit (10.36% in 1-5 this year), and clothing consumption accounted for 7.4% of the total consumption expenditure per capita of the whole country. The clothing and apparel trade accounted for 32.75% of China's online retail market.
The huge scale of industry provides a solid material foundation for innovation and development.
In 2015, the total amount of fiber processing in China reached 53 million tons, accounting for 54.83% of the total fiber processing in the world.
Clothing consumption maintained a growth trend, up to 2 trillion and 80 billion 917 million yuan in 2015, an increase of 9.63% over the same period.
In 2015, the industry completed the investment in fixed assets by 1 trillion and 191 billion 321 million yuan, up 14.96% from the same year (1-5 months of 2016 in the industry to complete the investment of fixed assets, 424 billion 400 million yuan, the cumulative increase of 7.5%, accounting for 2.26% of the national proportion). The newly started projects have increased rapidly and increased by 18.34% over the same period.
Industrial volume and market size provide a stage for innovation and development.
China's textile industry has continuously expanded its talent force, and the infrastructure and supporting services for scientific research, production and operation have been continuously improved.
A complete industrial support enables innovation to have its source and promotion, and the innovation of a link in the value chain can be applied and pformed in another link.
The textile industry can be divided into fashion industries represented by clothing and home textile brands, and strategic emerging industries represented by high quality and high performance fibers, industrial textiles and high-end intelligent manufacturing, and the manufacturing industry that runs through the whole textile industry chain.
The industry has strong industrial relevance and affinity.
By blending "intelligence" (Intelligent Manufacturing), merging "capital" (capital market), and integrating "creation" (cultural creativity), textile industry and other industries synergy can stimulate the superposition effect, polymerization effect and multiplier effect of innovation, and industrial linkage provides great space for the development and innovation of industry.
The upcoming "textile industry 13th Five-Year development plan" to be released is put forward: "textile industry is a traditional pillar industry, an important livelihood industry and an industry that creates new advantages of internationalization.

Two, innovation and development should follow the trend.
To promote innovation and development, we need to accurately judge the direction of breakthroughs, and weigh the pros and cons according to the situation of the market and enterprises.
At present, there are four relationships to be weighed in developing industry innovation.
(1) relationship between simple innovation and quality revolution
The naive innovation originating in India focuses on satisfying the consumption needs of the middle and low income groups. It advocates the minimization of resource consumption, and reduces the non essential functions and designs by means of characterization, and provides applicable technology and cheap products for the underlying consumer groups.
The current quality revolution in China is more concerned with functional enrichment, experience upgrading and high-end consumer market.
China is in the process of modernization and urbanization. Regional development is uneven. On the one hand, there is a rapid rise and a considerable number of middle and high income groups. On the other hand, a considerable proportion of the population is out of poverty.
Based on social responsibility, choosing simple innovation, or upgrading consumption and carrying out quality revolution, cost is always the first element of innovation for both demand side and supply side, and enterprises need to weigh it.
The change of demand side is mainly manifested in three aspects.
First, pay attention to products and pay equal attention to experience.
While paying attention to price and quality, consumers begin to pay attention to consumption experience and cultural expression, and market demand for service, customization and entertainment becomes the trend.
The two is the sinking of the urban market to the urban market.
With the general improvement of residents' income, the deepening of urbanization process and the rapid rise of the middle and high income class, the market potential is increasing day by day, and has begun to sink to the cities and towns.
Bain consulting predicted that in the 2015-2020 years, the composite annual growth rate of China's online retail market was 22%, of which the growth rate of the first tier cities was 15%, the second line was 21%, and the three line and below were 26%.
The three and below towns will account for about 50% of the total.
The three is the 28 economy coexists with the long tail economy.
The consumption demand is mainly from the past imitation type and the wave consuming type, and is developing towards diversification, differentiation and individuation.
The acceleration of information technology, especially the prosperity of e-commerce, makes the fashion industry's long tail effect more obvious.
Research shows that in China's apparel network sales, the share of big brands is less than 10%, while the share of long tail brands is about 50%.
(two) the relationship between open sharing and property rights protection
Technological progress, especially the rapid iteration of information technology, provides a platform for the textile industry's innovation and development.
D2C, C2B, sharing economy, net red economy and other industries new models, new formats and new attempts are emerging.
The sharing economy is rising rapidly. Opening and sharing has become the world trend.
According to Crowd Companies, the global share of economic investment in 2015 was US $14 billion 206 million.
According to the National Information Center, China's share of the economic market is about 19560 billion yuan in 2015, and its average annual growth rate will be around 40% in the next five years.
Textile and apparel industry has made many attempts to share the economy, mainly in three areas.
First, capacity sharing is the main content to integrate the idle capacity of the industry and realize the sharing of resources such as machinery, equipment and scientific research facilities. It represents enterprises with Amoy factories and Antarctic electricity suppliers; the two is product sharing, taking clothing leasing and textile clothing recycling as the main content, representing enterprises with LE TOTE, magic wardrobe, etc., three is creative sharing, taking the crowdsourcing of design creativity, product development and other fields as the main content, representing enterprises such as Threadless.
Industry development and sharing of the economy will help to make full use of existing resources and resolve excess capacity. It will help to focus on developing their own advantages and promote division of labor in the industry. It will help to converge and integrate resources and enhance innovation capability. It will help to reduce duplication of construction and promote green environmental protection.
But open sharing, especially the sharing of creative design, also poses a challenge to intellectual property protection.
(three) the relationship between artificial intelligence and manual management.
Influenced by technological revolution, capital cost, raw material price, energy price, policy environment and so on, the global cost gap of textile manufacturing is shrinking, and the cost of global textile manufacturing tends to be flat, and supply tends to decentralize.
The trend of intelligent manufacturing and machine replacing is more and more obvious.
Since 2013, China has become the first big industrial robot application market. In 2015, it sold 75 thousand units, up 36.6%, accounting for about 30% of the world, and the density of robots increased from 11 / 10000 people to 36 per 10000 people from 5 years ago.
According to a survey conducted by the China Internet Network Information Center (CNNIC), in 2015, 19.9% and 11% of manufacturing enterprises had planned or adopted automated manufacturing and industrial robots.
With the rapid development of information technology, artificial intelligence based on algorithm has been applied and penetrated into all links of design, R & D, production, marketing, service and other textile industrial chains.
For example, in the 2016 New York metropolis fashion celebration, the IBM cognitive robot assisted in the gift design.
Technology represented by big data and cloud computing is increasingly becoming an important source of industry innovation.
At the same time, there is another trend, namely, in the key areas requiring background knowledge and cultural taste, artificial management is adopted to innovate and make decisions.
In the textile and garment industry characterized by cultural creativity, innovation depends more on artificial intelligence or on manual management.
(four) the relationship between walled gardens and ecological jungle.
In the Internet economy, "walled garden" refers to the environment that restrictive users access to content and services, and is a restricted innovation ecosystem.
The vertical application platform, represented by mogujie.com and beauty, is a typical representative of the walled garden with the help of social platform, content sharing, emotional interaction and scene construction.
The advantage of the walled garden lies in its professionalism and pertinence. Its defect is that its content is not rich enough.
Enterprise innovation is to create a fence garden, or to build an ecological jungle need to balance.
In order to innovate and develop the industry, we must first drive innovation by talents, build a multi-level personnel training system, speed up the construction of leading talents and highly skilled talents in scientific and technological innovation, train first-line innovative talents and young scientists and technicians, and advocate entrepreneurship and craftsmen spirit.
Secondly, we need to improve the innovation system. Specifically, we need to build up four major systems: first, the industrial technology innovation strategic alliance of the textile industry chain upstream and downstream, production and application collaborative innovation; the two is to realize collaborative development, distributed production, fine processing and flexible manufacturing intelligent production system; the three is to accelerate the capitalization and industrialization of scientific and technological achievements, and to achieve the free flow and optimized allocation of innovation services, such as R & D, technology consulting, innovation incubation, intellectual property services, third party inspection and testing services; four, to upgrade our country.
Textile and clothing
The standard system of internationalization level of industry independent technology standard.
Third, we must grasp the key to innovation. Technological innovation is the key to innovation and development. It is the revolutionary force and powerful lever in the highest sense, and determines the direction of product innovation, technological innovation, system innovation, management innovation, mode innovation, market innovation and cultural innovation.
Scientific and technological innovation should focus on three major fields: intelligent manufacturing, textile materials and green manufacturing.
We need to grasp the relationship between addition and subtraction in supply side reform, current and long term, strength and rhythm, major contradictions and minor contradictions, and believe that during the "13th Five-Year" period, the textile industry will make great achievements.
