Reporters learned from the Ministry of industry and information technology of People's Republic of China, recently, the Ministry of industry and information technology and the Ministry of environmental protection jointly issued the "water pollution prevention and control key industries clean production technology implementation plan" (hereinafter referred to as the "plan").

Industry is an important source of water pollutants production and emissions. Compared with agricultural sources and living sources, industrial sources are characterized by high pollutant emission concentration and difficult governance.

"Green manufacturing" has been put forward in a comprehensive way to promote green pformation of traditional manufacturing industries such as iron and steel, nonferrous metals, chemicals, building materials, light industry, printing and dyeing, and achieve green production. "Water pollution control action plan" also clearly stated that "special plans for making paper, coking, nitrogen fertilizer, non-ferrous metals, printing and dyeing, processing of agricultural and sideline products, manufacturing of raw materials, leather making, pesticides, electroplating and other industries" should be formulated, and clean pformation should be carried out.

In recent years, the Ministry of industry and information technology has vigorously promoted the technological level of cleaner production in the industrial field, and has launched a clean production technology implementation plan for key industries such as paper, leather, sugar, chemical raw materials and other key industries. It has played an important role in guiding enterprises to implement clean production technology pformation and raise the level of high-definition and clean production.

However, with the continuous progress of industry technology, a number of key clean production technologies have been breakthroughs, such as "high temperature gas-liquid" in the textile industry.

In particular, "China made 2025" and "water pollution control action plan" put forward new and higher requirements for clean pformation of key industries.

Therefore, it is necessary to formulate cleaner production technology implementation plan around the key industries of water pollution control, accelerate the popularization and application of advanced and applicable cleaner production technologies, and guide enterprises to implement clean production technology pformation, so as to reduce the generation and discharge of water pollutants from the source.

Question 2: how is the clean production technology of key industries identified in the plan?

In order to ensure the advanced nature and applicability of cleaner production technology proposed in the plan, we first collected technology from key industries associations such as China Light Industry Federation, Sinopec Federation, China Textile Association, China Nonferrous Metals Association and other related units such as industrial enterprises, scientific research institutes, engineering and technology companies, and organized experts in related industries to conduct rounds of screening of cleaner production technologies. The major and key technologies of cleaner production were included in the plan. The public information was also consulted on the website of Ministry of industry and information technology, so as to ensure that the cleaner production technology in the program was finally scientific and reasonable, representing the direction of cleaner production technology pformation in the industry.

Question 3: what are the objectives expected in the programme?

The plan predicts the penetration rate and possible environmental benefits of each technology in 2020. Through the adoption of cleaner production technology in the plan, the enterprise can pform the waste water to 6 tons in 2020, reduce the output of chemical oxygen demand (COD) by 2 million 500 thousand tons, reduce the output of ammonia nitrogen by 150 thousand tons, and reduce the amount of chromium containing sludge (80-90%) of about 30 thousand tons.

Question 4: what specific measures should be taken to promote the implementation of the plan next?

Promoting the implementation of the plan requires joint efforts of the state, local authorities, industry and enterprises to form resultant force.

First, industrial and information departments at all levels will make full use of clean production, technological pformation, industrial pformation and upgrading funds, special construction funds, green credit and other capital channels to provide policy support for enterprises to implement cleaner production technology pformation according to the plan.

Two, the environmental protection departments at all levels will, on the basis of strengthening supervision and inspection of water pollutants discharge in key industries, arrange relevant funds for water pollution prevention and control to support enterprises in implementing the clean production technology pformation that can effectively reduce emissions of major pollutants or local excessive pollutants in the plan.

Three, the relevant trade associations and relevant research institutes will strengthen publicity and training work, actively carry out technical services, information consultation and exchange seminars for enterprises, improve their subjective initiative in the implementation of cleaner production technology pformation, and guide enterprises to carry out cleaner production technology pformation combined with their own realities.
