The registration of limited liability companies, Limited by Share Ltd, non corporate enterprises, individual proprietorship enterprises, farmers' professional cooperatives and their branches, permanent representative offices of foreign (regional) enterprises, and foreign (regional) enterprises in China within the jurisdiction of the district shall engage in production and operation activities in the territory of China. The registration mode of "five cards in one place, one by one" shall be fully implemented, that is, through the "one window acceptance, interoperability and information sharing", the social insurance registration certificate and the statistical registration certificate shall be integrated on the basis of the registration mode of "three certificates integration", and the business license of the legal person and other organizations shall be issued by the Ministry of industry and commerce, and the social insurance registration certificate and the statistical registration certificate shall no longer be issued separately.

Implementation of "five cards in one, one by one".

After the enterprise applies for the establishment, alteration, registration, cancellation of registration and renewal of business license, application documents, materials specifications, registration procedures and business license styles remain unchanged, according to the "one set of materials, one table registration, one window acceptance" mode of operation, enterprises shall apply for registration or renewal of business license, only to submit a "set of materials" to the industrial and commercial department, which is accepted by the industry and Commerce Department "one window", according to law, issue and renew the business license to load unified code.

The renewal of the original business license and the way of unified code and the collection and management of the original license of the enterprise are still carried out according to the requirements of the reform of "three certificates integration".

"The enterprises that have received the" three certificates integration "before then do not need to re apply for the business license of" five certificates in one ", and the business department will send relevant information to the people's Association and statistics department.

The head of the registration and registration section of the Tongnan industrial and commercial sub Bureau introduced that, according to the regulations, the original license issuing license will continue to be valid until January 1, 2018. After the end of the pitional period, the "five card in one" business license with the uniform social credit code will be used. The license issued without renewal will no longer be effective.

At the same time, after the implementation of the "five card unification" registration system reform, relevant departments have recognized and promoted the use of "five in one" system in their respective fields.

"Business license" shall not require enterprises to provide social insurance registration certificates and statistical registration certificates, so as to lighten the burden of enterprises.
