Exports accounted for 38.6% of the world's total; in the national economy, the main business income of textile industry accounted for 6.41% of the total industry, accounting for 6.07% of the profits, investment accounted for 5.32% of the second industries, textile and clothing exports accounted for 12.79% of the total exports of goods, R & D investment accounted for 3.68% of the industry, and clothing consumption accounted for 7.4% of the country's per capita consumption expenditure.

China's textile industry occupies a very important position in the international textile industry and the domestic national economy.

However, since the global economic recovery is weak and China's economy has entered a new normal situation, since 2010, the main economic indicators such as total fiber processing, main business income, total profit, total export volume and industrial added value in China's textile industry have significantly declined and stabilized, and the industry development has entered a stage of deep pformation and upgrading.

The textile industry is facing a series of new situations:

Channel advantage is still obvious, manufacturing capabilities in high-end equipment, high-performance fiber, industrial textiles, smart clothing and other aspects of continuous growth; developing countries rely on labor costs, regional trade agreements and other advantages of rapid development.

Li Lingshen said that China's "12th Five-Year" textile achievements in science and technology were huge, but there was still a certain gap compared with the target of textile power.

During the "12th Five-Year" period, the textile industry focused on the central task of the 12th Five-Year plan and the strategic goal of building a strong textile and technological power, vigorously promoted technological innovation and achievements pformation in the industry, increased investment in science and technology, and put emphasis on the implementation of the "ten major categories, 50 key technologies and 110 advanced and applicable technologies", and achieved a series of innovative achievements in the fields of fiber materials, textiles, dyeing and finishing, industrial textiles, textile equipment, and information technology.

During the "12th Five-Year" period, 16 achievements in the whole industry were awarded the national science and technology award. Among them, the "complete sets of technical equipment for digital cheese dyeing" was awarded the first prize of national science and technology progress, and the 650 achievements were awarded the China Textile Technology Progress Award.

The technology developed by the industry and the invention patents and utility models patents increased significantly. The total number of patents granted during the "12th Five-Year" period was 145 thousand and 600, of which 34 thousand and 800 patents were invented, representing an increase of 164.86% compared with 11th Five-Year.

But on the whole, there is still a certain gap between the technological development of textile industry and the goal of textile power.

The construction and operation mechanism of the industry innovation system is imperfect, the resources of innovation are dispersed, and the overall resultant force can not be formed, so it is difficult to cooperate and integrate innovation for the common key technologies of the industry.

The conversion rate of scientific and technological achievements is relatively low, some of the research results are stopped in the laboratory, and they fail to be industrialized and commercialized. Some key technologies are difficult to spread to the whole industry due to competition and benefit distribution.

There is still a big gap between scientific and technological innovation and advanced countries, and lack of independent innovation and integrated innovation capability.

The development of basic research and common key technologies is weak, which has affected the overall technological level of the industry.

The high performance, differential and ecological level of fiber materials remains to be improved. Advanced textile, dyeing and finishing technologies and high value-added textile processing capabilities need to be formed. Bottlenecks in the development and application of high-end industrial textiles still exist. There is still a new breakthrough in cleaner production technology to meet the higher environmental protection requirements. The level of intelligent manufacturing and application of information technology needs to be improved, and standardization construction is still lagging behind.

On the basis of the goal of building a strong textile nation in the framework of the outline of building a textile power (2011~2020 years) and the requirements of the "13th Five-Year" development plan of the textile industry, combined with the current situation of scientific and technological work in the textile industry, the China Textile Federation formulated and issued the "outline for technological progress of the textile industry" in 13th Five-Year, and clarified the main objectives, tasks and main directions of the scientific and technological progress of China's textile industry during the "13th Five-Year" period.
