Management methods of textile and clothing creative design demonstration park (platform) (Trial)

Chapter I General Provisions

The first is to deepen the implementation of the innovation driven development strategy, accelerate the formation of creative design and promote the pformation and development of the textile and garment industry, and vigorously promote the construction of textile power. In accordance with the opinions of the general office of the State Council on launching the "three products" special action to create a favorable market environment for the consumer goods industry ([2016]40), the general office of the State Council has formulated the guiding principles for the development of public innovation and entrepreneurship by the general office of the State Council ([2015]9).

The local government has formulated policies and measures to promote innovation driven development, and put the pilot park construction into the key work to deploy and support.

In the pilot park, creative design, product development and innovation service institutions are relatively concentrated. There are not fewer than 20 designers or designers of textile and garment design in the park, not less than 100 designers.

(three) provide related supporting services.

Pilot park construction has corresponding service functions such as planning consultation, exhibition display, personnel training, docking and communication, brand incubation, and creative achievements pformation.

Seventh demonstration parks

(1) the development environment is superior.

The goal of the demonstration park is clear, and there are more scientific and perfect development strategies or plans that conform to the actual industrial development. The location has strong creative design resources and cultural industry development base, and has regional advantages or industrial advantages of cross regional radiation, influence and driving ability; the local government has formulated policies and measures to promote innovation driven development, and put the demonstration park construction into the key work to deploy and support.

(two) creative design resources are enriched.

The creative design, product development and innovation service organizations in the demonstration garden are relatively enriched. There are not less than 50 creative design institutions in the park, and there are not fewer than 500 designers.

(three) creative design ability is strong.

The demonstration park has a number of high level, influential and well-known creative design institutions (such as state-level or provincial industrial design centers), well-known designers and advanced service enterprises.

Actively participating in international exchanges and cooperation has certain international competitiveness in absorbing and integrating global design resources and serving the development of global textile and garment industry.

(four) effective service industry development.

The entry rate of the demonstration park is over 75%, and the number of institutions engaged in creative design of textile and clothing accounts for more than 55%.

The demonstration park or the creative design institutes and designers will form stable production matching or cooperative relationship with textile and garment enterprises.

Third chapter declaration requirements and procedures

The eighth declaration body.

The management and operation mechanism of the textile and garment creative design Park (platform) with independent legal person qualification is the implementation unit and declaration body of the pilot demonstration park construction.

Ninth declaration procedures

(1) the reporting body shall prepare a declaration document in accordance with the requirements of the pilot demonstration conditions and the annual declaration notice, and submit a pilot demonstration declaration to the provincial industrial and information administration department at the provincial level.

(two) the provincial industrial and information administration departments have organized experts to demonstrate that they meet the requirements and recommend to the Ministry of industry and information technology.

(three) the Ministry of industry and information technology organizes experts to inspect and evaluate. When necessary, the reporting units can be required to make statements and replies, conduct on-site inspection of the reporting units, and form expert approval opinions.

(four) the list of parks (platforms) that has been evaluated by the Ministry of industry and information technology has been publicized for 5 working days, and no public notice has been issued. The announcement is "textile and clothing creative design pilot park (platform)" and "textile and clothing creative design demonstration park (platform)".

The fourth chapter is organization and management.

The tenth Ministry of industry and information technology is responsible for the work management of the textile and clothing creative design pilot park (platform). The Ministry of industry and information technology is responsible for the declaration, acceptance, evaluation announcement, work promotion and work evaluation of the pilot demonstration.

The eleventh Provincial Department of industry and information technology is responsible for guiding the pilot and demonstration work of textile and garment creative design Park (platform) in the region, and completes the annual declaration and evaluation of the pilot demonstration park (platform), and coordinates the implementation of the pilot and demonstration policy in the region.

The government of the twelfth textile and clothing creative design demonstration park (platform) is responsible for formulating and improving policies and measures for the pilot demonstration park (platform) construction, and promoting pilot demonstration work.

The thirteenth management and operation agencies of the park are responsible for formulating and improving the pilot and demonstration work plan, organizing the implementation of the pilot and demonstration work, strengthening the construction of the park (platform), and improving the ability of creative design and service capabilities.

Fourteenth pilot demonstration work management

(1) the dynamic management of the pilot demonstration park (platform) is carried out. The annual operation summary materials are submitted to the Ministry of industry and information technology (the consumer goods industry division) annually by the park (platform) management and operation organization.

(two) business management is not good enough to meet the requirements of the textile and clothing creative design demonstration park (platform), or the illegal behavior is subject to administrative punishment.

(three) after two consecutive years of unqualified examination, the title of the pilot park or demonstration park will be revoked and the application will not be accepted within two years.

If the name is revoked, the relevant units shall be informed in advance, and their statements and arguments shall be heard.

(four) the pilot period of the park (platform) is three years. Within the time limit, if the pilot park meets the requirements of the demonstration park, the demonstration park can be declared in the following year.

Before the expiry of the pilot project of the park (platform), the title of the pilot park or demonstration park should be declared in accordance with these measures.

Fifth chapter supplementary provisions

The fifteenth provinces, autonomous regions, municipalities directly under the central government and municipalities directly under the central government in charge of industry and information technology may formulate detailed rules for implementation in the region with reference to these measures.
