01. Survey of Uzbekistan textile industry

Uzbekistan is located in the hinterland of Central Asia. It is located in the heartland of Europe, CIS and China. Its geographical advantages are outstanding. Its area is 448 thousand and 900 square kilometers, and its population is 32 million 120 thousand, which accounts for more than half of the total population of 5 countries in Central Asia.

Uzbekistan has been an important cotton producing country since the Soviet Union. It is the sixth largest cotton producing country in the world. Its textile industry has a strong foundation, and its textile and garment industry has a population of 110 thousand.

At present, Uzbekistan's textile industry has formed two main business segments: the textile business sector and the knitting and sewing business sectors.

Among them, the main products of the textile business are cotton yarn and cotton fabric, and the main products of knitting and sewing business are general clothing, suits, knitwear and clothing.

The capacity of the Ukrainian textile industry includes 590 thousand tons of yarn, 490 million square meters of fabric, 103 thousand tons of knitted fabrics, 660 million pieces of clothing and 130 million pairs of socks. In recent years, the Ukrainian textile industry has attracted more than 2 billion 500 million foreign investment, and more than 300 projects have been landed.

In 2017, Ukrainian textile exports amounted to US $1 billion 400 million, of which cotton yarn accounted for 54%. The Uzbekistan textile quality certification system was able to smoothly enter the European market with the EU standard system. The three largest markets in Europe, the Commonwealth of Independent States and China accounted for 86% of Uzbekistan's textile exports.

At present, Uzbekistan has an annual output of about 230 tons of cotton, about 45% for domestic sales, and exports for five consecutive years. The country has 137 spinning mills and nearly 2 million spindles. Large enterprises include Jinsheng Group, Daewoo, Indorama, Uztek, Anteks and so on. Ukraine plans to build 130 cotton spinning enterprises before 2020, and strive to achieve the export of all cotton products after processing in situ.

The uzbestan textile and garment industry association is the product of the reform of the Ministry of light industry, with nearly 500 member enterprises, including 28 large enterprises and 138 joint ventures. The trade volume of the association's membership enterprises accounts for more than 80% of the total textile and light trade volume of the country.

02. Embrace development and promote overseas investment.

In recent years, the investment environment in Uzbekistan has been continuously improved, which is embodied in the following aspects: first, political stability and social harmony.

In December 14, 2017, the Ukrainian State issued the presidential decree "measures to speed up the development of textile and clothing and knitting industry", and proposed to avoid low-end investment by introducing advanced management techniques, innovative technologies and production processes, upgrading the share of the textile industry in the national economy, improving the quantity and quality of domestic textiles, and further expanding the export of textiles.

The Ukrainian government plans to reinvest 2 billion 900 million US dollars and 180 projects in 2020 to create over 38000 jobs. By 2020, the volume of yarn, fabric, clothing and socks planned by Ukraine will reach 1.5 times, 2.5 times, 1.6 times and 2.2 times of that in 2017, and the export volume will reach 3 billion US dollars, which is 2.3 times that of 2017.

Ilkhom Khaydarov, chairman of the Urumqi textile and garment industry association, said that China's light textile industry occupies a very important position in the world. Cooperation between China and Ukraine in light textile industry is very important to Ukraine; Wang Hongtu, consultant of Urumqi textile and garment industry association, thinks that according to the basic conditions of policy, economy, resources and location, the textile industry of Uzbekistan will usher in rapid development, and the construction of textile and garment industrial park is feasible.

Jin Yulong, the commercial counselor of the Chinese Embassy in Uzbekistan, stressed that despite the continuous improvement of the investment environment since the reform and opening up of Ukraine, Chinese enterprises should strengthen their legal awareness and invest in cooperation agreements and cooperation texts.

Shanghai textile Xinjiang Co., Ltd., based on Uzbekistan, has carried out market expansion, resource integration and business development. Based on the on-the-spot investigation, it has investigated nearly 30 cotton spinning enterprises, and set up Shanghai textile office in Uzbekistan in 2017, and has developed products through cooperation with Uztex group, the largest textile production enterprise in Central Asia, to build one of the imported yarn designated production bases of Shanghai Dongfang Group. It is estimated that Shanghai textile and Xinjiang company will purchase about 100 containers from Uzbekistan in 2018.

Because Uzbekistan is a landlocked country, the yarn purchased from Uzbek stanstein is mainly through Central Asia class trains or sea rail intermodal pportation. Lin Hua, deputy general manager of trade and internationalization division of Orient International (Group) Co., Ltd. introduces that Shanghai Oriental International Group will further deepen its friendly relations with local governments, industry associations and major textile enterprises, integrate social resources, actively seek suitable projects and enhance the international influence of Dongfang International Industry.

The first class equipment, continuous product development, and stable product quality represent the highest level of development of Uzbekistan's national textile enterprises. The group has 8 factories, which are distributed in Tashkent, Fergana, and other regions. It has 10 thousand employees, including cotton, cloth, fabrics, garments, socks, household textiles, etc., to create the entire textile industry chain. The annual output of all kinds of yarns is about 60 thousand tons, 12 million garments, 140 million pairs of socks, 14 million towel products, 7000 tons of dyed fabrics, 95% of the products exported, followed by Russia, Turkey, China, Europe and other places, while Tashkent has 3 retail brand shops, selling garments and home textile products. Fazliddin Sirojiddinov, chief executive of Uztex group, said that Uztex group is the largest textile and garment enterprise group in Uzbekistan and even in Central Asia.

In recent years, Uztex group has actively expanded the Chinese market and developed the product research and development with Shanghai textile Xinjiang company. In 2018, Uztex group has signed up for the first China International Import Fair (Shanghai), becoming the only textile exhibitor in Central Asia, further expanding the Chinese market with the Oriental International Group, and intensification of the deep cooperation with the three guns and other brands.

04, Peng Sheng Industrial Park vigorously implement the "one belt and one road" initiative.

Peng Sheng Industrial Park is located in the SEIR river area of the Republic of Uzbekistan in the Republic of Uzbekistan. It is located on the border between the East and west of Uzbekistan and is about 70 km away from the capital city.

The Peng Sheng Industrial Park will also usher in a new development opportunity, and hope that domestic enterprises will take an active part in the investment and construction of the free economic zone.

At present, Peng Sheng Industrial Park, including ceramic factories, has an annual output of 10 million square meters of ceramic tiles, with rich specifications and colors, mainly sold in the Ukrainian local market and exported to other countries in Central Asia. The tannery has processed 600 thousand cowhide and 1 million sheepskin products, mainly exported to China. The annual output of shoes factories is 300 thousand pairs of men's shoes and children's shoes, all products are sold in the Ukrainian local market; the annual output of pet food factories is more than 2000 tons, and the products are all exported to China; the annual output of water bath plants 2 million, 5 million valves and 200 thousand water distributors are mainly sold in the Ukrainian local market and Central Asia, CIS and Europe.

In the survey and research, Xia Lingmin said that Uzbekistan's location is unique and its resources are abundant. The investment enterprises in Ukraine should strengthen cooperation and jointly promote the construction of comprehensive industrial parks.

We can jointly promote the construction of large-scale logistics parks, promote the development of industrial agglomeration, and create a textile and clothing distribution center for Central Asia and even Europe.

Xia Lun min emphasized that the Sino Ukrainian textile trade cooperation has been mainly in the fields of cotton and cotton yarn, and there is still much room for future trade cooperation. We hope that both sides will speed up the improvement of logistics and traffic environment, open up the economic corridor of Central Asia, and achieve free trade or mutual tariff as soon as possible, so as to promote more products in Uzbekistan to enter the Chinese market through professional market channels.
