The meeting of the State Council pointed out that, at the time when the international financial crisis continued to spread and the impact on China's real economy was deepening, the implementation of the plan would help light industry to strengthen confidence, speed up structural adjustment, strengthen independent innovation, strive to open up the market, and maintain stable and rapid development of the industry.

In April 6, 2010, the general office of the State Council issued the "notice on Further Strengthening the elimination of backward production capacity", which requires further development of the basic role of the market allocation of resources, full play of the constraints of laws and regulations and the threshold role of technical standards, and to accelerate the elimination of backward production capacity in various industries.

The notice also made clear the task of eliminating backward production capacity by the end of 2011. By the end of 2011, the production line of straw pulp with an annual output of less than 34 thousand tons or below the chemical pulp production line of less than 17 thousand tons should be eliminated before the end of 2011, and the paper production line with waste paper as raw material and less than 10 thousand tons per year could be eliminated. The backward alcohol production technology and alcohol production enterprises with annual production capacity of less than 30 thousand tons (except molasses alcohol) were eliminated.

Paper industry is one of the most polluted industries in light industry.

The waste water produced by paper industry is discharged into rivers if it fails to meet the standards. The organic substances in the waste water will make the aquatic organisms such as fish and shellfish lack oxygen. The exhaust gas and smoke and dust produced in the production process and the noise of machinery will also affect the health of the staff and the residents nearby.

At present, the capacity expansion rate of paper industry has slowed down, environmental protection has been stricter, and backward production capacity has been cleared up. Leading enterprises are expected to drive the industry to develop rapidly with the advantages of cost and scale.

The plastics industry is also one of the most polluting industries in the light industry.

With the continuous strengthening of the elimination of backward production capacity in China, some plastics enterprises have actively eliminated backward production capacity, improved production equipment and technological process, and met the requirements of environmental protection in China.

Some enterprises invest in factories in Southeast Asian countries such as Malaysia and Vietnam.

Because the economic level of these areas is relatively backward, the government has relatively relaxed standards for enterprises, while Vietnam has implemented low tax rates, and various preferential policies have made these plastics enterprises reborn.

Information from the Ministry of industry and information shows that the elimination of backward production capacity of some key industries in China has basically been completed.

Data show that in 2011 -2014, the elimination of backward production capacity in the industrial field involved 19 industries and more than 8000 enterprises, including iron and steel, building materials, light industry, food and so on. It accumulated 77 million tons of backward production capacity, 77 million tons of steelmaking, 6 tons of cement, 1 million 600 thousand tons of electrolytic aluminum and 29 million tons of papermaking. It not only completed the original "12th Five-Year" task one year ahead of schedule, but also completed the additional task.

"Smart light industry" boosts "industrial upgrading"

The pformation of this model has brought obvious economic benefits to Haier group: the operation cost is reduced by 20%, the product development cycle is shortened by 20%, the product listing cycle is shortened by 15%, the product production efficiency is increased by 20%, the product defective rate is reduced by 10%, and the annual output value is increased by 10%.

This shows that as China's light industry adheres to the general keynote of steady progress and grasp the major opportunities for consumption upgrading, measures such as intensifying scientific and technological innovation, promoting "two integration" and building "intelligent light industry" and other measures have made remarkable achievements in "increasing varieties, improving quality and tree brand", especially the leading enterprises' strong development, leading the industry to jump rapidly to the top level.

At the same time, China's light industrial products are widely used in various industries.

With the development of various industries, the market scale of light manufacturing industry has also expanded rapidly.

For example, advanced applications of artificial intelligence and other advanced technologies in the manufacturing field have promoted the growth of the overall efficiency of the industry in the process of promoting the production efficiency of light manufacturing industry.

China's light industry exports ended 17 consecutive months of negative growth, rapid growth.
