According to the relevant person in charge of the monitoring and Coordination Bureau of the regional office of the Ministry of industry and commerce, with the gradual warming of production and the construction of the project, the leading indicators such as freight volume and electricity consumption in our region have steadily improved.

This year, our district strives to enhance the development level of manufacturing industry, implement the "major technology and equipment complementarity board" action, consolidate the achievements of "go, drop and fill" and implement the "implementation plan of reducing the cost of real economy enterprises in the Xinjiang Uygur Autonomous Region".

We should constantly increase the scale of electricity market pactions, increase the direct trade between power users and power generation enterprises, and expand the scope and scale of the pilot projects.

We should continue to do a good job in the implementation of preferential tariff and conscientiously implement the policy of financial subsidy for electricity and textile enterprises in the autonomous region, reduce the cost of electricity consumption and enhance the investment ability of enterprises.

From January to April, we completed the railway freight turnover of 396.89 billion tons, an increase of 14.1% over the same period last year. The westbound international freight trains realized regular normalization and steady operation, and accumulated 285 lines. The industrial electricity consumption increased rapidly, and the total generating capacity of the region reached 113 billion 550 million kwh, an increase of 9.3%. The total electricity consumption of the whole community reached 92 billion 150 million kwh, an increase of 8.5%.

Reducing taxes, reducing costs and making efforts are effective.

This year, our district has been doing a good job of reducing burdens and liquidation of enterprises, and seriously investigating and dealing with arbitrary charges to enterprises, helping enterprises to "light up the battle array" and enhance investment confidence.

With the deepening of the structural reform of the supply side, the tax reduction and tariff reduction policies have been effective.

From January to April, the total amount of arrears of government departments and large state-owned enterprises was 6 billion 624 million yuan, accounting for 22.31% of the total repayment.

The vitality of small and medium-sized enterprises and private economy increased. From January to April, the added value of small and micro enterprises increased by 6% compared with the same period last year, and the added value of the non-public sector increased by 3.2%.

In the first quarter, the investment in high-tech manufacturing industry increased by 21.5%, the investment in pharmaceutical manufacturing industry increased by nearly 2 times, and 15 national intelligent manufacturing pilot projects were successfully promoted.

Rapid development of new industries

In accordance with the strict implementation of the requirements of the Autonomous Region Party committee to strictly prohibit the entry of three high projects into Xinjiang, our region has implemented the most stringent ecological protection system and space use control system, the most stringent water resources management system, and continued to fight the blue sky, clean water and pure land defense, promoting the establishment of green factories, the construction of green parks, the creation of green supply chains, the development of green products, and the acceleration of the construction of green manufacturing systems.

The autonomous region will make up for the short board of technological pformation and accelerate the implementation of major technological upgrading and upgrading of traditional industries such as petroleum, petrochemical and light industries. At present, the regional office has combed the technical pformation projects that the top 200 enterprises of the main business revenue will implement in 2019, and screened 50 major industrial investment projects with strong industrial influence, large investment and high technological content of products, and striving to accelerate the pformation and upgrading of our industrial sector through the implementation of the project.
