In June 30th, the national development and Reform Commission and the Ministry of Commerce issued the catalogue of industries to encourage foreign investment (2019 Edition), which will be implemented in July 30, 2019. The guide list for foreign investment industry (revised in 2017) issued by the national development and Reform Commission and the Ministry of Commerce in June 28, 2017, and the catalogue of foreign investment advantages in the central and western regions (revised in 2017) issued by February 17, 2017 were released at the same time.

It is understood that on the basis of maintaining the continuity and stability of foreign investment policy and adapting to the new situation of economic globalization, combined with the new situation and new characteristics of industrial development, the new edition catalogue will further expand the scope of encouraging foreign investment and promote foreign investment in modern agriculture, advanced manufacturing, high technology, energy conservation, environmental protection and modern service industries, promote the optimization of regional distribution of foreign investment, and give full play to the positive role of foreign investment in China's industrial development, technological progress and structural optimization.

The 2019 edition encourages catalogues to be an important basis for China's foreign investment promotion in the new era. The specific contents include two sub directories: first, the list of industries to encourage foreign investment in China (hereinafter referred to as the "national directory"), which is applicable to the whole country, and is a foreign investment promotion policy; and the two is the list of foreign investment advantage industries in the central and Western regions (hereinafter referred to as the "Midwest catalogue"), which is mainly applicable to the central and western regions and Northeast China, and is a regional promotion policy for foreign investment. The 2019 edition encouraged the catalogue to involve 54 textile categories, of which 24 were related to textiles in the national catalogue, and 30 in the mid west catalogue.

The 2019 edition encourages the catalogue to have the following main characteristics: first, to substantially increase the scope of encouraging foreign investment. The 2019 edition encouraged 1108 entries in the catalogue, 415 of which were listed in the whole country. Compared with the 2017 edition, the total number of articles increased by 67 and 45, and 693 in the central and western regions, 54 and 165 respectively. Foreign investment can enjoy preferential policies in many industries. Two, we should encourage foreign investment to participate in the high quality development of manufacturing industry. The three is to encourage foreign investment in producer services. The four is to support the central and western regions to undertake industrial transfer of foreign capital.

The list of industries to encourage foreign investment (2019 Edition) continues to focus on manufacturing as a key direction to encourage foreign investment. More than 80% of new or modified items in the national catalog belong to the manufacturing sector, and more foreign investment is supported in high-end manufacturing, intelligent manufacturing, green manufacturing and other fields. There are a total of 54 investment industries related to textiles and clothing, which mainly include high technology such as weaving, nonwoven composite, multi-layer online composite, long-range multi-functional finishing, and so on, which produce multi-functional industrial textiles with light weight, high strength, high temperature / low temperature, chemical resistance and light resistance; advanced industries such as high-grade textile printing and dyeing and finishing processing, advanced energy-saving and emission reduction technology and equipment, clothing design and other creative industries; products of special natural fibers (including cashmere and other special animal fibers, bamboo fibers, hemp fibers, silk and colored cotton), which meet the requirements of ecology, comprehensive utilization of resources and environmental protection, and recycling of waste textiles. In addition, it also includes some synthetic fiber raw materials, chemical materials and chemical products such as differential and functional polyester, new textile machinery, key components and testing instruments development and manufacturing.

According to the introduction, the original "foreign investment industry guidance catalogue" encourages the class and the "encouragement policy" of the catalogue of industries with advantages of foreign investment in the central and western regions, and continues to apply to the 2019 edition of the encouraged catalogue.
