In response to recent public opinion about the relocation of Chinese enterprises, especially the manufacturing industry, Meng Wei, spokesman for the national development and Reform Commission, responded 16 days ago that from the current situation, the scale of China's manufacturing industry relocation is not large, and that the middle and low-end enterprises are the main ones, and the impact on China's economic growth, industrial upgrading, labor and employment is generally controllable.

Speaking at a news conference held on the same day, Meng Wei said that in recent years, with the division of labor in the international industry and the deep adjustment of the global industrial layout, China's manufacturing industry has entered a new stage of transformation and upgrading to a high quality development. "In this process, there are some enterprises to set up factories abroad to operate the situation, we think it is a normal phenomenon. Through in-depth investigation and analysis, we find that some enterprises are considering the change of factor prices, transferring to lower cost areas such as labor and environmental protection. Some enterprises are actively developing the international market on the basis of their own development strategies, and of course, a very small number of enterprises are trying to avoid the impact of Sino US economic and trade frictions.

"To illustrate that, the relocation of enterprises is not an easy task. Many factors need to be considered, including operational costs, industrial workers, supply chain matching, transportation and even manufacturing culture." Meng Wei said that in recent years, some of the relocation enterprises have come back to China because of their acclimatization.

Since the reform and opening up, China's manufacturing industry has made remarkable achievements in the world. Its scale is large and its categories are complete. It plays an important role in the division of labor in the international industry. It not only contributes to the steady, healthy and sustainable development of China's economy, but also provides inexpensive products for all countries in the world, creating huge market space for enterprises in various countries.

Meng Wei said that the national development and Reform Commission will continue to promote the high quality development of the manufacturing industry with the relevant authorities. The key point is to give full play to the advantages of China's industrial system and domestic market, focusing on four aspects: Deepening the market reform and expanding the high level of opening up; strengthening the vitality of the micro body, releasing the market potential of the domestic demand; striving to make up the short board of the industrial chain and upgrading the industrial chain level; and striving to build an international first-class business environment to further enhance the attractiveness of the development of the manufacturing industry.

"We believe that with the implementation of a series of policy measures, the vast majority of enterprises will continue to stay in China for further development, and more enterprises will come to China to invest in the industry and seek new and greater development." Meng Wei said.
