Gao Yong believes that although the scale of cotton spinning industry in Xinjiang has basically reached the stage goal, the development of textile and garment industry is also faced with a series of problems, such as pressure from cost, environmental protection, market competition, recruitment difficulties and financing difficulties. The outstanding performance is slow development in the middle and lower reaches of the industry, insufficient industry supporting capacity, lack of skilled personnel and skilled industrial workers.

Gao Yong said that since the implementation of the Xinjiang textile and garment industry development and employment promotion policy, a large number of mainland textile and garment enterprises have invested in Xinjiang, bringing industry leading technology and equipment. At present, the automation and intelligence level of Xinjiang's spinning industry has reached the leading level in the whole country. However, the downstream industries such as garments, home textiles, industrial textiles and other industries are relatively weak. The main reason for this is the poor synergy between the upstream and downstream industries. To this end, the development of industry convergence is imminent.
