The issuance of cotton subsidy funds is strictly in accordance with the Provisional Regulations on the use and management of Xinjiang cotton target price reform pilot program and data statistics of Xinjiang cotton management information platform, mainly for cotton farmers in 2018 to January 31, 2019 during the sale of cotton price subsidies. The specific standard is that the upland cotton seed cotton is distributed directly according to 0.918 yuan / kg, and the special cotton (long staple cotton) is distributed according to 1.194 yuan / kg, and the basic peasant households pay the full subsidy area of 86.268 yuan / mu standard.

In 2018, the cotton planting area in Akesu was over 720 mu. Since the full payment of cotton subsidy funds in the second half of last year, up to now, Akesu's Finance Bureau has issued a total subsidy price of 2018 yuan for cotton target price reform, 2 billion 830 million yuan, subsidizing 6 million 369 thousand and 700 acres of cotton planting area and 2 billion 396 million kg of seed cotton sale, has paid 2 billion 755 million yuan of supplementary funds, and completed the payment rate of 97.32%.

2019 is the second crucial year for deepening the reform of cotton target price. At that time, the autonomous region will continue to carry out a pilot project. On the basis of summing up and evaluating the pilot project of cotton price insurance + futures in 2018, cotton target price subsidy and quality linkage, we will revise and improve the pilot scheme in 2019, actively explore new Cotton Subsidy Methods, improve the quality traceability system, strengthen cotton quality control and control, standardize the lint packaging of processing enterprises, carry out the way of wrapping cotton bales, and improve the quality traceability files of cotton.
