At the same time, Hangzhou is also facing its own shortcomings. At the meeting, Zhou Jiangyong bluntly pointed out that the development of Hangzhou's manufacturing industry was faced with five obvious deficiencies: total volume, growth rate, investment level, industrial level and enterprise's absorption capacity. "There are no low-end industries, only the low end mode of production. Respecting the social atmosphere of manufacturing, inheriting, manufacturing and caring for manufacturing is an essential prerequisite for success. "


To create a good social atmosphere for manufacturing industry, the city issued several opinions on implementing the "new manufacturing plan" and promoting the development of high quality. The core of the plan is to take the structural reform of supply side as the main line, adhere to high-end, intelligent, green and service-oriented, insist on increasing total volume, excellent stock, promoting increments, improving quality, realizing the high quality development of digital economy and manufacturing industry, and turning the two engines together to provide an endless momentum support for the development of Hangzhou. The key measure is to promote "three points, two changes and one creation".


Among them, in order to promote industrial upgrading, Hangzhou will build a modern industrial system that is complementary to emerging industries, traditional industries and classic industries. We will implement four projects, namely, the new industry cultivation project, the traditional industry upgrading project, the classic industry inheritance project, and the backward production capacity elimination project.

The role of the government is crucial for achieving the goal of "new manufacturing plan" better and faster. Zhou Jiangyong said that the majority of cadres, especially leading cadres, should have enterprises in mind, do more work in the snow, and do more "Qing" plus "pro" things, so that enterprises can root deeper in Hangzhou; all districts and counties (cities) should implement the "new manufacturing plan" as a "hand project", combined with thematic education research, and "go with relatives and three services" and so on.
