However, the textile and garment industry in the province also exposed many problems such as outstanding industrial structure, imperfect green system, insufficient brand influence, and inadequate system of tree identification.

On the basis of actively carrying out the research work of textile, clothing and chemical fiber benchmarking, and matching the difference between standard upstream and downstream matching and the idea of method setting, in 2017, the provincial textile Survey Institute put forward nearly 30 policy proposals on the coordinated promotion of industrial planning and standard system construction, key technology and technology promotion, and then the governor of Zhejiang Province, Jun Jun, pointed out that standardization is the important way to guide and promote the transformation and upgrading of traditional industries in the province. The guidelines for the construction of standard system set clear goals for construction:

Every year, more than 50 domestic first-class and internationally advanced Zhejiang manufacturing group standards are drawn up. By 2022, the total number of textile and garment standards has exceeded 300, and the coverage of the standard system has been upgraded. Through the control of the Zhejiang manufacturing standard system of the upstream and downstream industry chain, the overall quality, brand promotion and coordinated development of Zhejiang textile industry have been promoted. By 2022, quality control standardization will be carried out in more than 10 textile industrial agglomeration areas to boost regional brand; in view of the specialties and special new products, more than 100 enterprises will take part in certification, carry out and strictly enforce various standards, strive to enhance the brand awareness of enterprises, provide brand promotion platform and path for enterprises with good products but not enough brand influence, and join enterprises to help train standardized personnel.
