The Universal Postal Union (IPU) is an intergovernmental organization responsible for postal affairs of the United Nations. It was founded in 1874 and is headquartered in Bern, Switzerland. It has 192 Member countries. Its multi-year coordinated terminal fee system is the basis for international mail settlement.

The so-called terminal fee refers to the cost paid by the original postal mail to the mailed state postal service to handle the letter received by the sending country. It is applicable to letters and packets less than 2 kilograms. It is agreed upon by the 192 Member States of the Universal Postal Union every four years. The system divides member countries into four groups according to their development level, and the calculation standard is more favorable for developing countries.

In recent years, with the rapid development of cross-border e-commerce, the volume of international packet business has increased rapidly, and the cost of processing has risen sharply. In particular, some countries with high cost in China have called for raising terminal fees on the grounds that terminal fees can not cover their domestic processing costs.

In 2016, the Istanbul conference of the Universal Postal Union adopted the method of international terminal fee adjustment.
