According to the convergence plan V, in 2020, countries continued to implement the multilateral tariff system, raised and levelled the terminal cost ceiling of the 1 to 4 groups, and the terminal fees of third countries in China rose by 27% in 2020.
The rapid development of cross-border electricity business in China is due to the low cost of logistics. The current international terminal fee system is a key factor. The Universal Postal Union (IPU) is an intergovernmental organization responsible for postal affairs of the United Nations. It was founded in 1874 and is headquartered in Bern, Switzerland. It has 192 Member countries. Its multi-year coordinated terminal fee system is the basis for international mail settlement.
The so-called terminal fee refers to the cost paid by the original postal mail to the mailed state postal service to handle the letter received by the sending country. It is applicable to letters and packets less than 2 kilograms. It is agreed upon by the 192 Member States of the Universal Postal Union every four years. The system divides member countries into four groups according to their development level, and the calculation standard is more favorable for developing countries.

In 1874, 22 countries signed the Berne treaty in Bern, Switzerland, and established the General Postal Union, which is the predecessor of the Universal Postal Union. The Berne treaty stipulates the principle of free international mail transshipment and unifies international mail settlement fees, which has played a very positive role in the global information exchange and international trade development.
In recent years, with the rapid development of cross-border e-commerce, the volume of international packet business has increased rapidly, and the cost of processing has risen sharply. In particular, some countries with high cost in China have called for raising terminal fees on the grounds that terminal fees can not cover their domestic processing costs.
In 2016, the Istanbul conference of the Universal Postal Union adopted the method of international terminal fee adjustment.
