Zhejiang'S First White Paper On Standardization Work Deepened And Pilot Launched "Zhejiang Experience"

The standard is the basic system of national economic and social development, and also an important tool for modernization of national governance system and governance capacity. In October 20th, the second SME Standardization (International) conference was held in Yiwu. At the meeting, Zhejiang issued the first white paper on standardization work of Zhejiang province in 2019 (hereinafter referred to as the white paper). The white paper was compiled by the Zhejiang provincial market supervision bureau, the Zhejiang provincial standardization research institute and the Zhejiang provincial standardization think tank and so on. The general report + sub report + the typical case structure was elaborated, which comprehensively and prominently reflected the progress of standardization work in Zhejiang in recent years.


Zhejiang is implementing the standardization strategy in an all-round way.


Standards are the fruits of the progress of human civilization. Along with the further development of economic globalization, standardization plays an increasingly prominent role in facilitating economic and trade exchanges, supporting industrial development, promoting scientific and technological progress, and standardizing social governance.


In December 2016, Zhejiang was approved to become the first pilot national comprehensive reform pilot province. According to Chen Zhenhua, deputy director of the Zhejiang market supervision and Administration Bureau, over the past two years, Zhejiang has focused on the standardization reform and innovation of the "Zhejiang model" around the aspects of system reform, mechanism innovation, new "Zhejiang standard" system, "standardization +" effect and upgrading of supporting capability.


Data show that in 2018, Zhejiang issued 559 newly issued "Zhejiang manufacturing" standards, and implemented 11 major strategic pilot projects. As of the end of 2018, 35888 enterprises in Zhejiang had 136462 public standards, covering 185774 products, and 3 key indicators ranked first in the country for 3 consecutive years.


As the first pilot province for national comprehensive standardization reform, Zhejiang has taken many innovative measures to lead the country in the course of exploration and practice, forming many Zhejiang models of standardization and innovation.


In the aspect of "standardization + government service", Zhejiang has built up the "run up to one time" standard system, promoted the "guidelines for the convenience of examination and approval service" to become the national standard; in the aspect of manufacturing standardization construction, Zhejiang has built a high standard system of "product character"; in the aspect of transformation and upgrading, Zhejiang has implemented the "digital transformation standardization construction plan", leading the government, economy and society digitalized transformation; in social governance, Zhejiang has carried out the exploration of grass-roots governance modernization, and formed a series of grass-roots governance standards with "Maple Bridge Experience", "post Chen experience" and "Yu village experience".


First standardized work white paper to promote the "Zhejiang standard"


In order to make all sectors of the society fully understand the achievements made by Zhejiang in the standardization of reform and innovation and career development, sum up experience, find deficiencies, and better promote the road of standardization construction in Zhejiang to go deeper, more real and more effective, and continue to take the lead in the whole country. The Zhejiang provincial market supervision bureau organized the Zhejiang provincial standardization research institute and the Zhejiang provincial standardization think tank and other units to compile the "white paper on standardization work of Zhejiang Province in 2019".


According to introduction, the white paper is mainly divided into the general report, the manufacturing standardization statistical monitoring report, and the development report of 5 key areas, such as digital economy, green development, basic public services, rural revitalization, and "one belt and one road". 15 typical cases are represented by the advanced experience of various regions.


The general report, with the theme of "implementing the standardization strategy in an all-round way and speeding up the development of high quality in Zhejiang", mainly elaborates on five aspects, namely, the reform and innovation of standardization system and mechanism, the new standard system, the benefits of standardization and efficiency, the guarantee of work basis, the shortcomings and the next step of the proposal, so as to fully demonstrate the main aspects of Zhejiang's standardization construction and report the results of standardization work to the society.


The standardized statistical monitoring report of manufacturing industry in Zhejiang Province, through the statistics of manufacturing enterprises collected from 3.5 000 regulations, objectively listed specific indicators such as standardized employees, standardized investment, standardized output of 10000 yuan output value, and the ratio of product value to standard products, and the objective data comparison of 11 cities.


The development reports of 5 sub fields, such as digital economy, green development, basic public services, rural revitalization, and "one belt and one road", are mainly explained from the research background, standardization construction status and deficiencies and suggestions of standardization work in various fields, from which we can see the standard revision, standardization technology organization construction and standardization pilot development in different fields.


In addition, the white paper also includes several typical cases of standardization. It is mainly composed of typical cases of social undertakings and standardization of the one or two and three industries. Finally, 15 cases were selected, including 8 in the social undertakings (including social governance and public service), 3 in the industrial field, 1 in the agricultural field, and 3 in the modern service industry.


The experts said, "this is a systematic review of Zhejiang's comprehensive implementation of the standardization strategy, and also a summary of Zhejiang's solid progress in the comprehensive reform of national standardization."
