In November 4th, the tenth meeting of the Chinese Textile Industry Management Association (China Textile Entrepreneur Association) and the first meeting of the tenth Council were held in Ningbo. The 2019 China Textile entrepreneurs annual meeting, China fashion lifestyle forum, was held as an important event in the afternoon. In the past 70 years since the founding of new China, the textile industry has made remarkable achievements in the journey of getting up, becoming rich and strengthening. The industry has formed the largest and most complete industrial system in the world. The pillar industries of the national economy, important livelihood industries, and the creation of new competitive industries with international competition have become more prominent. The industry has become one of China's most potential industrial sectors to take the lead in entering the world's manufacturing powerhouses. Under the new historical orientation, the new stage of development has put forward higher requirements for the work of the industry. How to break through the bottleneck of reality, achieve high quality development, and inject industry power into the great rejuvenation of the Chinese nation, test the wisdom and ability of every worker in our industry.

Take this opportunity to share four views on the work of the industry.

Point of view

Clear direction, in the country's overall strategic situation, identify the value of industry development and industry work.

First, the textile industry is an important force in steady growth and risk prevention in the national economy. In 2018, the main business income of textile enterprises above Designated Size reached 5 trillion and 370 billion 350 million yuan, accounting for 5.3% of all industries above Designated Size in China, and net earning of foreign exchange accounted for 250 billion 190 million US dollars, accounting for 71.1% of the whole country. The steady development of the industry plays a constructive role in safeguarding social and economic development, safeguarding national financial security and serving the national development strategy. Industry is an important creator of social wealth. Taking industrial clusters as an example, textile enterprises are the main force to promote local economic development in the 216 industrial clusters built jointly with China Textile Federation. Most of the county's economy in the top 100 counties was developed mainly in textile industry. In 2019, the top ten top 100 counties in China were deeply related to the textile and garment industry. The development of the industry is of great significance to the prosperity of the regional economy. Therefore, we must maintain the healthy development of the industry as an important part of our work, so that the industry can play a greater role in satisfying the needs of people's beautiful life and create greater value in the service of the country and the nation.

Second, the textile industry is an important industrial platform for people's livelihood and steady employment. As a basic livelihood product, textile and clothing play an important role in improving people's living standards and satisfying people's needs for a better life. With the continuous enrichment of varieties, the continuous improvement of quality and the continuous expansion of application fields, the supporting role of textile products to people's livelihood has been continuously strengthened. Take industrial textiles as an example, related products have been widely used in medical and health, filtration and separation, geotechnical engineering, transportation and other fields, effectively promoting the development of related industries. Industry is an important container for employment and an important entry to the rural labor force. The number of employees in the whole industry exceeds 20 million, providing about 10000000 jobs and hundreds of billions of yuan in cash income for rural migrant workers. To do well in the work of the industry, we need to adhere to the people centered approach and fully release the development of the industry, which plays an important role in maintaining social stability, promoting balanced regional development and promoting poverty alleviation.

Third, the textile industry is an important supporting force to promote the construction of human destiny community. In 2018, China's fiber processing volume was 54 million 600 thousand tons, accounting for 51.28% of the total fiber processing in the world, and the export volume of textiles and clothing was US $276 billion 730 million, accounting for about 35% of the world's total. China's textile industry has successfully realized "quilting the world". In recent years, the industry, as an active participant in the "one belt and one way" initiative, has begun to expand from "product going out", "capacity going out" to "capital going out" and "brand going out" in the way of international resources, and has become an important force in international capacity cooperation. To do well in the work of the industry, we need to promote international cooperation and other related work in an international perspective, so that the industry can make greater contributions in the construction of "one belt and one road".

Fourth, the textile industry is an important industrial platform for establishing self-confidence in culture. As China moves towards the center of the world stage, the Chinese people begin to show themselves on a wider scale and more occasions. Clothing, as an important symbol of the image of the nation and the nation, is an important carrier for China to show its cultural confidence. The Chinese textile and garment industry has no doubt become the "fashion business" of building a beautiful China in the new era. On the one hand, textiles and clothing contain national cultural traditions and values, and accumulate the deepest spiritual pursuit of the Chinese nation. On the other hand, textile clothing carries the trend culture and lifestyle. The development of the industry is a systematic project of the whole industry chain collaborative innovation. It is a comprehensive integrated linkage project of the whole industry. It is an important practice direction for the vast number of enterprises to carry out management innovation. From the height of cultural prosperity, we should actively carry out industry work to promote the innovative development of traditional culture and the creative transformation of the times culture. Recognize the current situation and identify the foothold of industry development and industry work in the change of internal and external environment.

At present, the development of multi polarization, globalization and information technology is developing in depth, and the complexity, instability and uncertainty of economic development are unprecedented. Since 2019, influenced by trade conflicts and other factors, the world economic growth has slowed down, and China's textile industry is facing greater pressure.

On the market side, the retail sales of clothing, shoes and hats and needle textiles increased by 3.3% over the same period of 1-9, and the growth rate was 5.6 percentage points slower than the same period last year. The retail sales of apparel products nationwide increased by 18.6% over the same period last year, and the growth rate slowed down 4.7 percentage points over the same period last year. The total export volume of textiles and clothing was US $208 billion 620 million, a decrease of 2.3% over the same period last year, and the growth rate slowed down 7 percentage points over the same period last year. Among them, textile exports amounted to US $94 billion 300 million, an increase of 0.4% over the same period last year, and clothing exports amounted to US $114 billion 310 million, a decrease of 4.5% over the same period last year. In terms of production, the utilization rate of textile industry (including spinning, weaving, dyeing and finishing, home textiles, industrial use, etc.) in 1-9 months was 78%, 2.6 percentage points slower than the same period last year, and the utilization rate of chemical fiber industry was 83.1%, which was 1.1 percentage points higher than that of the same period last year. In terms of quality and efficiency, the industrial added value of textile enterprises in the whole country increased by 2.9% over the past 1-9 months, the growth rate was flat last year, operating income was 3 trillion and 715 billion 260 million yuan, an increase of 1.5% over the same period last year, and the total profit was 156 billion 150 million yuan, down 7.6% from the same period last year. In terms of investment, 1-9 month fixed asset investment (excluding spinning parts) decreased by 7% compared with the same period last year. The investment in textile and chemical fiber industry decreased by 8.2% and 15.4% compared with that of the previous year, and the clothing industry investment decreased by 2% compared with the same period last year.

In the face of downward pressure, the work of the industry should be integrated into the trend of history.

First of all, we must adapt to the change of economic structure. The contrast of power between countries is changing, and the resource endowment advantages among different regions are changing obviously. Emerging market countries and developing countries are rising in groups, and the interests structure under the old system is being rewritten. With the continuous division and refinement of international division of labor, global value chain cooperation has become the main form of international trade. Global 2/3 trade only involves intermediate products. The world economy has me and I have you. With the rapid development of regional and bilateral trade agreements, the change of rules is having a profound impact on the layout of industrial chains. The rise of unilateralism, trade protectionism and geopolitical risk aggravate the volatility of the global economy, and the integrity and cohesion of the global supply chain are affected. These changes put forward higher requirements for the international development and layout of the industry.

Secondly, we should adapt to the change of infrastructure. The world economy is accelerating the construction of information infrastructure, and the global production and lifestyle, innovation and development paradigm is changing to the direction of digitalization, networking and intellectualization. The whole industrial ecology is being reconstructed. At the enterprise level, the design and research, production mode, management and operation, and organizational structure of enterprises are undergoing profound changes, and the new mode is developing rapidly. This requires enterprises to speed up intelligent transformation and apply industrial Internet, big data, artificial intelligence and block chain technology to business. At the cluster level, the rapid development of technology has made the industrial cluster more radiant, and its role in the entire industrial system has become the center of flow and resources from simple production nodes. At the level of industrial transfer, the development of technology such as intelligent manufacturing has made the inherent path of industrial transfer readjustment. Proximity production and distributed production have become a new phenomenon of industrial development.

Third, we must adapt to the change of labor supply. The aging trend of China's population structure is intensifying. As of 2018, the number of elderly people aged 65 or above increased by 8 million 270 thousand in China, accounting for 11.9% of the total population. At the same time, the preference of the new generation of laborers to manufacturing is decreasing. Young workers are more inclined to new industries and service industries with higher time and higher wages. This further aggravates the labor shortage in the industry. The adjustment of labor supply structure makes it difficult for enterprises to recruit workers and to work hard. How to enhance the attractiveness of industry, clusters and enterprises to the population is very important.

Fourth, we must adapt to the change of market structure. Consumption has been the first driving force for China's economic growth for 5 consecutive years. Consumption upgrading is the biggest feature of the current market, and personalized, diversified and quality-oriented consumer demand has become the main theme. It is urgent for enterprises to improve the quality of the supply system of products and services, and improve the layout of the channels to adapt to the market changes. At the same time, with the further development of the strategy of regional coordinated development, the deepening of the urbanization process and the rapid development of new business channels, the consumption potential of the three or four tier cities is constantly being stimulated, and the consumption growth in rural areas is strong. The sinking of the market puts forward higher requirements for the agility of the supply chain, the depth of the market, and the price performance ratio of the products.

Viewpoint three

Weigh the pros and cons and find out the balance between industry development and industry work in resolving conflicts and conflicts.

From the perspective of the development of the industry, there are still unbalanced and inadequate problems in the basic ability of the industry and the construction of the industrial chain. We should do well in the current work of the industry, especially in balancing the three major relations.

First, balance the relationship between inheritance and innovation. With the continuous innovation and iteration of processing materials, infrastructure and production equipment, the technological process, organizational structure and business mode of enterprises are changing. The life cycle of products is getting shorter and shorter, and the updating of technology is faster and faster. But on the whole, the existing production system and structure, operation mode and process of many enterprises can not fully adapt to this change, and there is a big conflict. To resolve this conflict, innovation is the only way. However, some enterprises simply equate innovation with "old and new" substitution, or even abandon the existing system and avoid the virtual manufacturing. This cognitive deviation has seriously affected the healthy development of the industry. The work of the industry should treat the relationship between "new and old" dialectically and uniformly. The key to overall succession and innovation lies in people, especially entrepreneurs. It is very important to solve the problem of intergenerational turnover of entrepreneurs.

Second, we must balance the relationship between scale and quality. Scale economy is an important cornerstone of value realization. China's textile industry has the largest volume in the world, and there is still a gap between technology control power, market influence and fashion discourse power. The main reason is that it has not handled the relationship between scale and quality. Our total volume is large, but the industrial concentration is not high. The highly fragmented industrial structure makes enterprises fight for themselves and hardly form the resultant force of industry. Enterprises of similar size have the ability to integrate resources and are able to do things more closely. Therefore, from enterprises to clusters, there are problems of homogeneous development and homogeneous competition to some extent. The phenomenon of phased, structural overcapacity and dislocation matching between supply and demand has always existed. In terms of scientific and technological innovation, it is characterized by a small number of innovations and rapid innovation, but the strategic and fundamental innovation capability is weak. Balancing the relationship between scale and quality requires us to work hard in intensification when we work in the industry.

Third, we should balance the relationship between endogeny and extension. In the context of globalization, the internationalization of enterprises is the general trend. To achieve higher quality development, enterprises must take an open and inclusive international development path, integrate resources and link the market in a larger scope. But in the process of "going out", the industry should balance the pace and strength. China's huge population volume and the need for coordinated regional development make it necessary for the industry to transfer to a certain extent. This is the need for industrial safety and the need for development strategy. In fact, the development of technology also makes the industrial transfer path more diverse. We need to make overall planning and strategic guidance from a long-term perspective, take full account of the impact of the transfer industry on the economy, society and ecology, and coordinate the rhythm and content between the three aspects of local development, regional transfer and international industrial transfer.

We must do a solid job and find a breakthrough in the development of industry and industry in the great practice of textile power construction.

We are closer to the goal of building a world textile power than any other time in history. We are more complicated than ever before in the internal and external situation and undertaking development tasks. In the new historical position, we must seize the main contradiction and drive the overall development, and implement the new orientation of "science, technology, fashion and green" industry. Concentrate on managing your own affairs and effectively promote the development of high quality industries.

China Textile Industry Association is the earliest established association in textile industry. Its initial work revolves around reform and management. It has played a role as a bridge between enterprises and governments, enterprises and enterprises, enterprises and Society for many years. The association has successfully established a win-win platform for the government, industry and enterprises to endorse, assist the industry and share the responsibility for the government. Under the leadership of the previous association leadership, the association has made pioneering contributions to the three main lines of entrepreneurship service, industrial transfer and the service work of small and medium-sized enterprises in the pilot industrial cluster.

We should comprehensively implement Xi Jinping's new socialist ideology with Chinese characteristics in ideology, politics, organization and action, and do more things that are conducive to the fundamental interests and long-term development of the state, industry and enterprises.

Secondly, we should further improve rules and form resources to join forces. We should co-ordinate "people, wealth, things and things" and realize "freedom under the system". We should establish and perfect a reasonable functional arrangement and orderly cooperation mechanism, stimulate the vitality of institutions, build a more flexible service framework and platform, build a more diversified system and ecology, and constantly enhance the modularity, specialization and differentiation of business.

Furthermore, we should further strengthen the specialty and improve the platform construction. We should enhance the professional standards and service capabilities of the institutions, deepen industrial research, and maintain a high degree of concern about the development and change of technology, mode, market and policy. We should explore new ways to resolve the traditional chronic diseases and pains in the development of business and institution building. Continue to strengthen their drainage capabilities, enhance cohesion and support for members.

In the specific work of the industry, we hope that the China Textile Industry Association can give full play to the innovative and leading role of entrepreneurs, the role of resources gathering in industrial clusters, and the role of bridge links in industrial transfer, so that the three will form an organic whole and find a breakthrough point to promote the high quality development of the industry.

First, we need to strengthen the capability of service enterprises by innovation. There is no universally applicable method in the world. There is no iron rule that remains unchanged. The work of the industry should constantly innovate its working methods and work modes, let the industry work more closely, and find out the best practice of enterprises in the practice of industrial enrichment, and promote them to the real productive forces of the industry. We should continue to pay attention to the development of technology, especially the development of information technology, and take the initiative to integrate information technology such as big data, block chain and Internet of things with the work of the industry, so as to serve the enterprises better. We should focus on the key minority entrepreneurs, set up advanced models, and constantly mobilize the enthusiasm, initiative and creativity of entrepreneurs. The spirit of innovation and pragmatism is formed through the promotion of entrepreneurship in the whole industry. By strengthening the cultivation of entrepreneurs, we continuously enhance the ability of entrepreneurs to adapt to the new changes in the international environment, technological development and market demand.

Second, we should focus on promoting cluster construction. We must firmly grasp the key to the development of the industry, base ourselves on the work of cluster, accelerate the construction of a modern industrial system and upgrade the development level of the industrial chain. Focusing on key areas, highlighting local characteristics, bringing together superior resources and cultivating a number of world-class advanced textile industrial clusters with global influence and competitiveness in technological innovation, industrial strength and brand effect. We should seize the opportunity of integration development of digitalization, networking and intelligence, and focus on the new development of intelligent manufacturing and personalized customization. We will find and nurture a number of strategic, forward-looking and leading new industrial clusters to promote the industry to the high-end of the global value chain. In the differential positioning and subdivision of the field, we will create a number of innovative, dynamic and distinctive textile industry characteristic towns, which will stimulate the vitality of the industry development. We should actively strengthen the construction of regional brand, promote the accumulation of key elements and enhance the value.

Third, we should guide the transfer of high quality industries in a coordinated way. We should foster a sense of overall situation, actively link up with the national strategy of regional coordinated development, and take into account factors such as resource endowment, environmental capacity and market space, so as to promote orderly transfer and efficient agglomeration of industries. We should give full play to regional comparative advantages and strive to build a new pattern of regional industrial development in the western, northeast, central and eastern regions with complementary advantages and dislocation development. Docking regional integration of the Yangtze River Delta, Guangdong, Hongkong and Macau, and the coordinated development of Beijing, Tianjin and Hebei, and strengthening regional cooperation.
