China Textile Union Weekly Survey: Textile Industry To Resume Production And Promote Steady Progress
To further understand the direct impact of the outbreak of new coronavirus pneumonia on the textile industry's production and operation, China Textile union conducted a daily survey of textile enterprises' resumption and resumption of production on ~3 4 February 13, 2020, and 1063 textile enterprises have responded to their own resumption of work and production through online questionnaires. China Textile Federation collated and analyzed the online data, and integrated the information collected by various professional associations and relevant departments, and submitted to the relevant departments of the national development and Reform Commission and the Ministry of industry and commerce to report on the progress of the industry's resumption of labor and production again every day. Weekly reports were submitted, and the difficulties and policy demands encountered by textile enterprises during the resumption of production and resumption were summarized, and policy measures and suggestions were put forward.

In the past week, the resumption of production and recovery of textile enterprises has been steadily advancing. The number of reemployment enterprises and returning workers has been increasing.
According to the survey data of the re employment daily, 12 enterprises in February 26th, 4 hours and 12 hours in ~3, 286 enterprises completed the online questionnaire. The proportion of the returned enterprises reached 89.9%, which was 7.1 percentage points higher than that of the previous week. The number of returning workers in 257 households has reached 250 thousand, accounting for 72.4% of the total number of employed workers in the normal situation, which is 4.4 percentage points higher than that in the previous week.
The China Federation of textile industry has extracted four times of information about the resumption and resumption of enterprises daily, which are respectively ~15 February 13th, 18 days, ~20 days, 23 days, ~25 days, 28 days, and 1 months of ~3. The resumption of production in the upstream stage of textile industry chain has been relatively good. In the early stage of reintegration, the automation and digitalization level of production equipment is relatively high and the dependence on labor is low. According to the daily data of China Textile Corporation, about 85% of the chemical fiber and cotton textile enterprises have resumed production.
The terminal industry of the industry chain is affected by factors such as the shortage of workers returning to posts, the difficulty in the management of epidemic prevention and the difficulties in purchasing the epidemic prevention materials. The progress of the resumption of work resumed in the early stage is obviously slower, but the situation has obviously improved in the near future. According to the key industrial cluster data collected by China Textile Corporation in February 28th, the proportion of the 5 complete information clothing and home textile industrial clusters in Nantong, such as peri bridge, Changshu and Yudu, has increased by 11.7 percentage points compared with the previous week. According to the survey data of 325 key enterprises in China clothing association on February 27th ~28, 80.8% of the surveyed enterprises have resumed their construction, which has increased by nearly 20 percentage points compared with the survey a week ago.
According to the survey data of the 101 major textile and garment market in China in March 3rd, the market opening rate of monomer market has reached 84.2%, which is 15.9 percentage points higher than that of the previous week. The number of commercial shops has been 37 thousand, accounting for 44.3% of the total number of shops in the normal market. Although there is still a large number of goods not resumed business, this proportion has increased by 18.1 percentage points from a week ago.
Small and micro enterprises to resume work is still relatively slow, the resumption of enterprises there are orders and underemployment.
The progress of resuming and resuming production of small and micro enterprises is still relatively slow. According to the survey data of 29 key industrial clusters by China Textile Federation, a total of 9149 enterprises below scale have resumed their work, accounting for only 18.4% of the total number of enterprises below the cluster size, and the proportion of the enterprises who are above 78.2% of the enterprises in the cluster is obviously low. In addition to the shortage of workers and the difficulties in procurement of anti epidemic materials, the reduction of orders and the lack of full recovery of the professional market in large enterprises are also important reasons for the insufficient motivation of small and micro enterprises.
In February 28th, China Textile union conducted an investigation on the orders of 217 key enterprises that had resumed work on ~3 3 February 28th. The results showed that 29.5% of the enterprises' orders had reached 80% of the normal situation, 48.4% of the enterprises' orders reached the normal level of 50%~80%, 22.1% of the enterprises' orders were less than 50% of the normal situation.
The current load of the resumed enterprises is obviously lower than the normal level. The shortage of employment caused by the epidemic is one of the reasons for the low load. In the 286 enterprises reporting daily data this week, less than 10% of the total number of enterprises started to start work. Market demand has not yet been restored and production orders are still insufficient, which is also an important factor causing low load. According to the China Chemical Fiber Industry Association and the China Cotton Textile Industry Association's tracking investigation of key enterprises, large backbone enterprises are relatively cautious about the utilization rate of their capacity, and are generally worried about excessive pressure on inventory and capital turnover due to insufficient downstream demand and poor sales.
Employment, logistics, market and so on are the main factors restricting the resumption of production and recovery of textile enterprises. It is suggested that the potential of both inside and outside markets be improved and the utilization rate of production capacity can be increased in an orderly way.
Recently, with the gradual implementation of policies and measures to promote enterprises' resumption and resumption of production at various levels, problems such as the return of posts, logistics and transportation, and procurement of anti epidemic materials have been gradually relieved. However, the difficulties still exist in some areas, and the capacity and price of logistics still need some time to recover.
Affected by the epidemic, the domestic market has not yet resumed. Most retail outlets are still closed. Under the current circumstances, clothing items are not in the priority position in consumer choice. The outbreak of the new crown pneumonia has been spreading globally in recent years, and there is also a high uncertainty in the export market prospects.
In view of the current difficulties faced by enterprises, the China Textile Federation has proposed to the relevant government departments the policy recommendations to ease the pressure on capital turnover as soon as possible, further lighten the burden on enterprises, and continue to ensure the resumption of production and resumption of production.
It is suggested that the vast majority of textile enterprises should broaden their thinking, make full use of various kinds of sales channels and diversify consumption areas to tap the potential of internal and external markets, and consider the changing characteristics of market demand in combination with the epidemic situation to seek new consumption opportunities. At the same time, we should pay close attention to the macroeconomic trends and the dynamics of the operation of the textile industry chain, and orderly increase the utilization rate of capacity, rationally deploy new investment projects, and effectively prevent and control risks.
