The More Than 9000 Enterprises Should "Make Bones". This Work In Keqiao Will Be Full Coverage.

Reporters yesterday learned from the district ecological environment sub Bureau, before the end of September this year, our district will complete the full coverage of the fixed pollutant source discharge permit, when more than 9000 enterprises and units are included in the "one certificate" environmental supervision scope.

The reform of pollutant discharge permit system is an important part of the reform of China's ecological civilization system. Emission permits are the main legal instruments for pollutant discharge units to accept environmental supervision during the production and operation period and supervise the implementation of ecological environmental departments. In accordance with the requirements of the Ministry of environmental protection, China will achieve full coverage of all industries' emission permits in 2020.

Our sewage permit registration and certification work began in 2017, and by the end of April this year, we have completed the rectification and rectification work of the fixed pollution sources in 33 industries such as thermal power, printing and dyeing, which have been issued for 2017-2019 years, including sewage permit registration for 692 enterprises and units, and 1 enterprises issuing emission permits. Before the end of September, we will complete the license issuing and registration of pollutant discharge in all industries except 33 industries, involving more than 8300 enterprises and units, and more than 500 initial classification and certification enterprises, and more than 7800 registered and managed enterprises.

This year is the end of the year to achieve the full coverage of the discharge permit for fixed pollution sources. For this reason, the District Office has organized various towns (streets) and relevant industry authorities to take part in the arrangement of the fixed pollutant source pollutant discharge permit clearance and rectification work, and clarify the four tasks of "touching, arranging, dividing and clearing", as well as propaganda and mobilization, checking and scheduling, supervising and reporting, training guidance and quality. The work of the audit and other work processes, the district ecological environment sub Bureau set up the leading group and the work special class, each town (street) and the related departments carry out their duties, cooperate with each other, and promote the smooth development of the work.

"Pollutant discharge permit" is the identity card that every pollutant discharging enterprise must hold according to law. It is a basic work to fight well for pollution prevention and control, especially to ensure the battle of winning the blue sky. The relevant person in charge of the regional ecological environment bureau said that through the full coverage of the pollutant discharge permit, the blind area could be eliminated on the one hand, and the fixed pollution sources such as pollution source distribution, pollution control facilities and pollutant emission data could be provided for the battle of winning the blue sky. On the other hand, the key supervision should be implemented through "target location", and the enterprises with historical problems will be exposed and will be free from supervision. All enterprises are included in the supervision category to promote the gradual improvement of air quality.

Next, the district ecological environment branch will do its best to do the work of emission permits in other industries, and effectively implement "an industry, clean up an industry, standardize an industry, achieve a standard target". At the same time, we should actively utilize the results of clean up and rectification, strengthen environmental law enforcement, and severely crack down on environmental violations such as unlicensed sewage and non certified sewage, so as to achieve "one certificate" environmental supervision of pollutant discharge units.
