"At present, China has the largest textile industry system in the world with the largest industrial chain and the largest producer, consumer and exporter of textiles and clothing in the world. But China's textile technology innovation capability is still relatively weak in general, the core and key technology development of the industry is relatively insufficient, and the layout of innovation centers is not perfect enough, which restricts the technological innovation ability and global competitiveness of China's textile industry. Xia Chang Liang suggested that the government departments should increase support for the textile industry strong foundation projects, intelligent manufacturing, green manufacturing, key core technologies and key R & D projects, and rationally expand the scope of support for existing special funds. At the same time, we should promote the construction of the national manufacturing innovation center in textile industry, and speed up the construction of advanced printing and dyeing technology innovation center, expand the layout of the construction field, and set up the high-end textile Innovation Center on the basis of improving the advanced functional fiber innovation center.

Xia Changliang believes that for the textile industry at the critical stage of transformation, the industrial Internet platform as the core of digitalization and intellectualization transformation plays a decisive role in promoting the high quality development of textile industry and building new competitive advantages in industry. He suggested that we should support the textile industry to build an industrial Internet platform for cross industry chain, so as to achieve convergence and sharing of manufacturing resources, optimize allocation and efficient collaboration, create industry data hub, open up data islands among enterprises, upstream and downstream of industrial chain, and industrial chain, digitalized transformation of energy industry, improve the efficiency of enterprise production and operation, and promote industrial innovation and transformation. At the same time, it is suggested to cultivate a new mode of application of the industrial Internet platform in textile industry, enhance the network collaboration ability of the textile industry chain and deal with the capacity of public emergencies, and give necessary policy guidance and support to the industrial Internet platform of the textile industry and the landing application of the industrial cluster industrial park.

The development of digital economy in textile industry is bound to bring huge demand for data processing. Large data centers carrying artificial intelligence, big data and cloud computing capabilities will be one of the important infrastructures for the transformation of textile industry to digitalization and intellectualization. Xia Changliang suggested that we should support the construction of big data centers in the textile industry and interconnect with major data centers of key industrial clusters to form an industry big data service system, to achieve data collection, aggregation and application for key regions and key enterprises, and to enhance data resource management capabilities, for the industry's macro decision-making, enterprise production and operation, regional economic development and coping countries. International trade disputes and other services provide data support.
