It is learnt that in the spirit of the state's "guiding opinions on promoting the healthy development of small and medium-sized enterprises" and "guiding opinions on promoting the development of small and medium enterprises" in the early April 2019, the China Textile Federation began planning and formulating the measures for the identification and organization of the warehouses. In late July 2019, a notice was issued to carry out the declaration of "specialized and special new" small and medium-sized enterprises. During the period from November 2019 to January 2020, the China Textile Federation visited Shanghai, Jiangsu, Zhejiang, Guangdong, Shaanxi and other places, and visited more than 30 enterprises. In April 2020, with the mitigation of the national epidemic situation, the first batch of "special new and special" small and medium-sized enterprises' paper-based materials were submitted to the organization. They received formal application materials from 104 enterprises, and finally passed 95 enterprises.

It is reported that the first batch of textile industry "special new and special" small and medium enterprises, which have passed the audit, have strong innovation ability and creative vitality. They are outstanding persons in the small and medium enterprises. They mainly show the following characteristics: first, they should focus on core businesses, and have a certain specialized production or cooperative supporting capability; two, the products are refined and the equipment level is better than the same. The general level of industry has a more standardized production management system; the three is to focus on the production and operation of characteristic products, with the characteristics of products, technologies, processes, recipes, etc., four is to pay attention to continuous innovation, and has some innovative input in R & D, manufacturing, marketing, information and other fields, and produce better innovation and demonstration effect.

Reporters found that in the first batch of 95 enterprises released, there are only three in Fujian Province, including Shu Sheng silk products of Fujian Haixing Kai Sheng Technology Co., Ltd., Changle reclaimed textile colored recycled polyester staple fiber, Xiamen high tech automatic batching machine.
