Over the years, the proportion of retail sales in clothing city is not much, but disputes caused by retail are not rare. At the beginning of June, Ms. Wang, a consumer, took a fancy to a pair of jumpsuits in a women's clothing wholesale market in Changshu clothing city. When she bought it, the shop assistant said that it was not allowed to try it on in the store. After going home to try it on, Ms. Wang found that the transparency of the clothes was not appropriate, so she found a merchant who wanted to return it. However, the merchant said that the store was engaged in wholesale business, so she could only change it but not return it after buying it. Ms. Wang thought it was unreasonable, so she reported to the Mocheng branch of Changshu Consumer Protection Commission, hoping to coordinate the return of merchants. After the Consumer Protection Commission intervened in the mediation, the two sides argued about the transparency of the products. The merchants insisted on handling the disputes according to the wholesale rules. After repeated consultations, the two sides failed to reach an agreement, so the dispute could only be terminated through mediation.

At the same time when the whole city is carrying out the service of returning goods without reason for offline shopping, Changshu Consumer Protection Commission has made an innovative attempt to promote this service to clothing wholesalers, which has been supported by many businesses. Since the middle of June, in the six major markets of Changshu clothing city group company, the staff of the Consumer Protection Commission have actively mobilized the market management side to publicize and promote the relevant policies of unreasonable return to merchants. As of July 10, more than 400 have signed contracts. Wholesalers increase the business of returning goods without reason, which can make the relevant operation process clearer, and can communicate with consumers more smoothly to avoid disputes caused by information asymmetry.

As of July 10, there were 27921 shops promising "no reason to return goods" for offline shopping in Suzhou. The city has set up 74 unreasonable return management service stations and 62 deposit points. There are 7619 cases of direct return business accepted by large commercial entities (shopping malls) and businesses in the city, involving 4.1478 million yuan.
