The United States Released The Seventh Batch Of Exclusion List Of 300 Billion Tax [19 Categories Of Textile And Clothing]
On July 20, 2020, the U.S. trade representative's Office (USTR) announced the product exclusion notice under the seventh batch of US $300 billion tariff added goods list, adding 64 excluded products, including 19 categories of textile and clothing products. Up to now, 44 textile and clothing products have been excluded from the US $300 billion tax list, and the excluded products will no longer be subject to 7.5% tariff increase when exported to the United States. The period of validity of the excluded products listed in this notice is from September 1, 2019 to September 1, 2020.
On August 20, 2019, the office of the U.S. Trade Representative (USTR) decided to levy a 10% tax on Chinese goods with an annual trade volume of about $300 billion. The additional tariff on the products listed in the action list a will come into effect on September 1, 2019. On August 30, 2019, USTR decided to increase the additional tax rate from 10% to 15%. On January 22, 2020, USTR decided to reduce the tax rate from 15% to 7.5%. List B has not yet been levied.
The textile and clothing product description and HS code excluded are as follows:
1) Other staple fibers, before being spun, were totally excluded;
2) 6111.20.6070: cotton knitted interlock baby robe, each with sleeve, neck opening and elastic bottom opening;
3) 6111.20.6070: baby's cotton knitted sleeping bag, each with neck opening and two-way zipper;
4) Made of two-way zipper and baby cotton, with two-way zipper, each with a zipper and a 6-1 lock-free neck;
5) 6111.20.6070: baby's cotton woven interlocking fabric sleeping bag, each with sleeves and mitten cuffs;
6) 6111.30.5015: Baby non-woven polyester knitted wool blanket, each with two-way zipper;
7) 6207.91.1000: Cotton Terry bathrobes for men and boys, decorated with plain muslin, each without belt, but with hook and loop buckle;
8) 6208.91.1010: Women's cotton loop bathrobe, decorated with plain muslin, each without belt, but with hook and loop buckle;
9) 6208.91.1020: girls' Cotton Terry bathrobe, decorated with plain muslin, each without belt, but with hook and loop buckle;
10) 6208.92.0020: girl's wool bathrobe, each without belt, but with hook and loop buckle;
11) 6301.30.0010: cotton blankets (other than electric blankets), each with a side length of at least 116 cm but not more than 118 cm;
12) 6301.30.0020: cotton blankets (other than electric blankets), woven, each with a side length of at least 116 cm but not exceeding 118 cm
13) 6302.31.9020: fine cotton cloth with elastic band for baby bed sheet;
14) 6302.31.9040: Cotton protective covers for non knitted or crocheted pillows, cotton protective covers without burr or printing, each with complete packaging structure and zipper opening;
15) 6304.92.0000: oven gloves of cotton, not knitted or crocheted, each with a loop, width of at least 16 cm but not exceeding 19 cm, length of at least 29 cm but not exceeding 32 cm;
16) 6307.90.9891: gloves for spa and swimming pool. The former is composed of 95% polyester fiber and 5% spandex by weight, with a length of at least 60cm but no more than 306CM;
17) 6307.90.9891: outdoor shelters, each with a textile canopy, a folding rack and a suitcase with wheels;
18) 6506.10.6045: sports helmets (other than reinforced or laminated plastic), each with an internal protective suspension system and sun visors, each weighing no more than 500 grams, is designed for off-road bicycles
19) 6506.10.6075: folding helmet for injection plastic parts, each thickness shall not exceed 85mm after folding, and the weight shall not exceed 525G.
According to the U.S. Department of Commerce, sales of the U.S. retail industry rose 7.5% month on month in June, among which the clothing and accessories industry rebounded the most strongly. After a surge of 188% in May, the month on month growth continued to increase by 105% in June, with a year-on-year decrease of 23.2%; in addition, household furniture increased by 32.5%, department stores increased by 19.8%, and large supermarkets increased by 2.7%, with retail sales returning to nearly 80% before the epidemic. With the re opening of physical stores, the sales of e-commerce business decreased by 2.4% month on month.
Clothing and accessories stores: up 105.1% month on month, down 23.2% year on year.
Home furnishing shop: up 32.5% month on month, down 3.5% year on year.
Department stores: increased by 19.8% month on month and decreased by 10.6% year on year.
Large supermarkets: up 2.7% month on month and 2.5% year on year.
Electronic stores: up 37.4% month on month, down 12.7% year on year.
Sports, music and other hobby shops: up 26.5% month on month and 20.6% year on year.
Restaurant and bar: increased by 20% month on month and decreased by 26.3% year on year.
Gas stations: increased by 15.3% month on month and decreased by 19.1% year on year.
Grocery stores: down 1.6% month on month, up 11.7% year on year.
Online retailers: down 2.4% month on month, up 23.5% year on year.

In order to reduce the cost of goods, BBB will renegotiate with suppliers. BBB said in its report that the company's goal is to reduce the cost of goods by $200 million a year. In order to achieve this goal, BBB will reach new price terms with suppliers. BBB's announcement of this major move will mean that suppliers will have to make concessions to BBB before the company's upcoming year-end holiday purchases.

Brooks brothers has secured a $80 million loan to support the brand's continued operations and debt payments as it searches for buyers, according to the company. It is understood that the loan will also be provided by auth Group LLC, the landlord of the transaction center, and will not be charged by ABC Group.
★ PVH
PVH group, an American clothing giant with Calvin Klein and Tommy Hilfiger, recently announced plans to cut 450 employees and close 162 stores in North America to better control costs and cope with the epidemic crisis. In the first quarter ending May 3, PVH Group sales fell 43% to $1.257 billion, with a net loss of $1.1 billion. During the period, Tommy Hilfiger's sales fell 39% to $615 million and Calvin Klein's sales fell 46% to $426 million.

J.C. Penney, a U.S. Department store retailer, said on Wednesday that it would cut about 1000 jobs and close 152 stores as part of its organizational restructuring. Jill Soltau, CEO, said that with the continuous development of retail formats after the outbreak, the group will focus on products and experience in the future to better consolidate its core competitiveness.

Levi's net loss of $63.5 billion in the second quarter was as high as $63.5 billion. By region, sales in the American market fell 59% to $283 million, the European market fell 68% to $129 million, and the Asian market also fell 61% to $86 million.
