Notice on the establishment of textile and garment creative design pilot park (platform) in 2020

Departments in charge of industry and information technology of all provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan and Xinjiang production and Construction Corps:

In order to implement the opinions of the general office of the State Council on developing the "three products" special action of consumer goods industry to create a good market environment (GBF [2016] No. 40), promote the structural reform of the supply side of the textile industry, enhance the ability of textile and garment creative design and the construction of independent brands, in accordance with the management measures of textile and garment creative design pilot park (platform) (Trial) 》(MIIT consumption [2016] No. 396, hereinafter referred to as the "management measures") related provisions and requirements, organize the establishment and review of textile and clothing creative design pilot park (platform) in 2020. Relevant matters are notified as follows:

1、 Declaration requirements

(1) reporting principles. Relevant parks (platforms) voluntarily declare.

(2) the applicant. Textile and garment creative design Park (platform) has been in operation for more than 2 years and achieved certain results.

(3) application materials. And submit the application materials (in triplicate) and the relevant Textile Design Certificate in triplicate.

(4) reporting channels. The qualified applicants shall submit the application materials to the competent departments of industry and information technology of the province (autonomous region, municipality directly under the central government and cities separately listed in the plan, Xinjiang production and Construction Corps, hereinafter referred to as the provincial level).

2、 Recommendation requirements

(1) the provincial competent department of industry and information technology, as the recommendation unit, conducts preliminary examination on the materials submitted by the applicant and recommends them on the basis of merit. The recommender shall issue the recommendation opinions and affix the official seal on the declaration form of textile and garment creative design pilot park (platform), and submit the relevant application materials to the Department of consumer goods industry of the Ministry of industry and information technology.

(2) the provincial industrial and information authorities can recommend 2 hometowns (platforms) as the evaluation objects. The deadline for accepting the recommended materials is October 20, 2020.

About the second batch of pilot park (about the third batch of review platform)

According to the "administrative measures", the second batch of "textile and clothing creative design pilot park (platform)" (Annex 2) announced by the Ministry of commerce must apply for reexamination, and the title of pilot park (platform) that passes the review shall be renewed.

The review unit only needs to fill in the first item of the declaration form of textile and garment creative design pilot park (platform) in the declaration form, and provide the construction report (about 2000 words) of the park in recent three years, including the enhancement of characteristic advantages, innovation of operation mode, upgrading of supporting service functions, and improvement of service industry capacity. The review materials are in triplicate and the electronic version is sent to FZC @ miit.gov.cn. The requirements for reexamination application channel, review recommendation and acceptance period are the same as above.

All provincial industrial and information departments are requested to seriously organize the application and recommendation of textile and garment creative design parks (platforms), and urge the second batch of pilot parks (platforms) to participate in the review.
