Textile industry based on family industry is one of the three pillar industries in Changxing County, Zhejiang Province. There are 94000 water jet looms and nearly 60000 employees. For a long time, the problems such as extensive and scattered production and management, environmental pollution, hidden dangers in production and so on have troubled enterprises and the surrounding masses, and even more perplex the Changxing County Government. In recent years, the Provincial Ecological Environment Department has deepened the reform of "release, management and service", strengthened the guidance of "three lines and one single document", decentralized the approval authority, strengthened the supervision during and after the event, especially combined with the actual situation of the province, increased the ecological environment services for the massive characteristic economy in Changxing County, and promoted the high-quality development of the block characteristic economy. In Jiapu Town, where textile output accounts for more than 50% of the county's textile output, Changxing County has opened up a new path of family loom household cluster and group development. While effectively rectifying the "low scattered pollution" of textile household industry, it also keeps the "rice bowl" of the vast number of loom households, and realizes the green transformation and upgrading of the textile industry.

The first is to formulate the plan scientifically and reasonably. In order to better guide and serve the construction of small and micro Textile Enterprise Park in Changxing County, the environmental impact assessment office of the Provincial Ecological Environment Department, combined with the "three services" work, takes Changxing County as the contact point and implements the contact responsible person. In order to achieve the goal of regional atmospheric, water and soil environmental quality, we should strengthen the thinking of red line and bottom line, highlight the coordination of protection and development, deeply analyze the ecological function orientation of small and micro parks, integrate the original scattered blocks, and force the textile small and micro parks to select reasonable locations from the perspective of space, and solve the problems of "enterprises in villages" caused by functional zone conflicts and family production. After the site selection is determined, the platform boundary of the small and micro park will be further delineated, and the control and guidance measures will be implemented. With the differentiated and precise allocation of resource elements, the retail investors outside the boundary will be forced to gather in the park. At present, seven small and micro textile parks, including Wucheng and Dingxin, are under construction according to the "one park, multi-point" plan, with a total area of 656.5 mu, which can accommodate 16000 weaving machines. Among them, Wucheng and Dingxin small and micro parks have arranged loom production.

The second is to unify the environmental access standards. Optimize the environmental impact assessment of small and micro enterprise projects, guide the formulation of environmental access standards for textile industry transformation and upgrading enterprises in Jiapu area and promote them to the whole county for implementation. Put forward unified pollution prevention and control requirements for textile enterprises (households), and clarify all new, expanded, modified and relocated projects. On the premise of meeting the total amount of pollutant emissions, their site selection, scale, technology, equipment, resource utilization and pollution prevention and control are determined All contents should meet the standard requirements. Guide the qualified business entities to gather in the small and micro park or textile enterprise cluster area determined by the planning, and realize the integrated development of water jet loom and texturing machine after the joint reorganization of individual investors. At the same time, the implementation of corporate combination, one workshop, one company management operation. At present, more than 30000 water jet looms have been gathered in Changxing County, and the production noise of household looms has been effectively solved.

Third, keep the bottom line of environmental quality. Through specialized and centralized pollution control, we can solve the "difficult pollution control" of small and micro enterprises and keep the bottom line of environmental quality. In terms of wastewater treatment, centering on the transformation of textile industry, Changxing County has promoted the construction of reclaimed water reuse stations. Now, 23 stations have been built, with annual water reuse of 80 million tons and COD emission reduction of about 4000 tons. It is the first county in the province to realize the full coverage of reclaimed water reuse in textile industry. From 2019, Jiapu town and the textile small and micro park will be planned and constructed simultaneously. Through "building new and demolishing the old", two reclaimed water reuse stations will be built, with a supporting sewage pipe network of 6km and a recycling pipe network of 6km, with a total recycling capacity of 37000t / d. In terms of solid waste treatment, Jiapu town has built a waste silk collection and disposal unit with an operating capacity of 25000 tons / year, providing waste polyester fiber door-to-door collection service for textile enterprises (households); Changxing County has built a small and micro enterprise hazardous waste collection, storage and transportation integration project, and has signed up 365 waste production enterprises including textile enterprises.

Fourth, deepen environmental protection supervision services. The enterprises (loom households) are divided into three types of management, and 1650 self-employed enterprises and enterprises renting factory buildings are registered and managed; the remaining enterprises (gathering points) are respectively simplified management and key management according to whether reclaimed water is recycled, among which 281 enterprises are simplified management and 26 are key management, so as to reduce the burden of loom households while keeping environmental protection requirements unchanged. To strengthen the guidance services for enterprises entering the park, through the establishment of integrated service center of textile small and micro parks, 318 textile loom retail investors and enterprises are provided with integrated ecological environment services, such as special training on the application of pollutant discharge permit, on-site guidance and online Q & A. At the same time, we should optimize the mode of eco-environmental supervision and law enforcement, increase the frequency of supervision and law enforcement for enterprises with high frequency of violation of laws and regulations, and reduce the frequency of supervision and law enforcement for legal enterprises with long-term stable discharge standards.

In the next step, Zhejiang Provincial Department of ecological environment and Changxing County will continue to deepen the reform of "release, management and service", strengthen the guidance of "three lines and one order", and consolidate and improve the transformation achievements of textile industry with accurate and effective measures. First, the environmental impact assessment of small and micro enterprise projects is re optimized. Explore the same type of small and micro enterprise projects in the park to carry out EIA examination and approval, put forward unified requirements for pollution prevention and control, and do not repeat EIA for single project, so as to reduce enterprise costs. Second, the expansion of the park will be accelerated. While speeding up the gathering of textile enterprises in Jiapu town and striving to cultivate small and micro parks with provincial characteristics, we will promote the transformation and upgrading of textile industry in other key towns and townships from point to area, so as to realize the overall promotion. Third, the digital management level is further improved. Optimize the operation of the cloud platform of textile small and micro parks, gradually realize the integration of information such as production scheduling and wastewater discharge of all water jet looms into intelligent integrated management, and accelerate the implementation of the mode of "one cloud serving multiple parks and multiple enterprises".
