After the implementation of the regulations, nearly 3000 licensed units and more than 37000 pollutant discharge registration units in Hangzhou will be subject to more stringent restrictions.

How is the discharge permit implemented? On the first day of the implementation of the regulations, the law enforcement officers of the municipal ecological and environmental departments went deep into the enterprises to investigate the problems and implement them.

In a printing and dyeing factory in Tianmushan Town, Lin'an District, members of the Hangzhou comprehensive administrative law enforcement team for ecological environmental protection found that there was a problem of sewage discharge in the factory“ First of all, they installed a natural gas boiler without permission, and added a new discharge outlet. From the perspective of the discharge permit, this outlet is not available; Secondly, the wastewater treatment plant is equipped with a set of waste gas treatment and absorption device, and also has a discharge port, which is not listed in the sewage discharge permit; In addition, we tested the pH test paper of the absorption solution of the waste gas treatment facilities, and found that it did not meet the specified requirements, which needs further verification. After the implementation of the regulations, the pollutant discharge units shall, after obtaining the pollutant discharge permit, discharge the pollutants according to the permit, and implement the discharge behaviors in accordance with the prescribed location and quantity of the discharge outlets, the discharge direction, the discharge concentration, and the total discharge amount. Obviously, this printing and dyeing enterprise has been suspected of illegal pollution.

As early as 2008, Hangzhou began to actively explore the management of emission permits. Now, the introduction of laws and regulations on the management of pollutant discharge permits at the national level will promote a series of management systems of fixed pollution sources into "one certificate".

Sha Jianfei, deputy director of the environmental assessment and emission management division of Hangzhou ecological and Environmental Protection Bureau, said that after the implementation of the regulations, the regulatory coverage of the ecological and environmental departments has been expanded. In addition to enterprises that need to apply for emission permits, the registration management system also includes some enterprises with small pollutant discharge and environmental impact《 The regulations also further clarify the main responsibility of pollutant discharge units and require them to implement self-management, so as to take the initiative to apply for, monitor, report, record and make public.

At the same time, the penalties for unlicensed pollution discharge, excessive discharge and illegal discharge of pollutants in the way of evading supervision have been further intensified, with fines of more than 200000 yuan and less than 1 million yuan, and the threshold has been raised from 100000 yuan to 200000 yuan.
