A few days ago, the Ministry of industry and information technology announced the "directory of the first batch of application demonstration of key new materials (2021 Edition)" (Draft for Soliciting Opinions), and a number of high-performance fibers and composite materials were listed among them. In addition, among the membrane materials, high strength polytetrafluoroethylene (PTFE) hollow membrane was selected; Among other advanced chemical materials, high temperature resistant nylon (PPA), nylon and composite materials, and cellulose triacetate (TCA) film are on the list; Among the biomedical and high-performance medical equipment materials, seaweed fiber and its application, minimally invasive medical hollow fiber tube are listed. Among the frontier new materials, graphene modified non-woven fabrics and other products are shortlisted.

According to reports, new materials play a very important role in promoting industrial technology upgrading, but they are often faced with many difficulties when they are applied for the first time. If new materials are put into the market at the beginning, they need to go through a long-term test evaluation and application assessment, which costs a lot of money and time, and downstream users also have greater risks in using new materials. Many enterprises prefer to import at a high price, or sacrifice certain material properties, rather than become the first "crab eater". On the other hand, if the material properties can not be continuously improved in the application and the process technology can not be optimized iteratively, then some key application data can not be accumulated. This phenomenon objectively leads to the problems such as "the material is not easy to use, the good material is not willing to use", the production and application are divorced, the promotion and application of innovative products are difficult.

In order to solve the above problems, since 2017, the Ministry of industry and information technology, together with the Ministry of Finance and the China Banking and Insurance Regulatory Commission, has carried out the pilot work of the first batch of application of insurance compensation mechanism for key new materials. The purpose of establishing the first batch insurance mechanism of new materials is to make institutional arrangements for risk control and sharing of new material application demonstration by means of marketization, break through the initial market bottleneck of new material application, activate and release the effective demand of downstream industries for new material products, and accelerate the transformation and application of new material innovation achievements.
