Today, we gather online to give advice and suggestions on how to develop the industry smoothly in the new era. First of all, on behalf of the China Textile Industry Federation, I would like to thank you for your concern and support.

Over the years, the China Textile round table forum has adhered to the overall national situation to examine industrial development, and to solve major issues through open exchanges. It is an important platform for the formation of industry development consensus. Only by forming a broad and in-depth consensus can we find the basis of empathy, the frequency of resonance, and build a win-win situation and the strength of progress. Taking this opportunity, I would like to share with you three understandings, namely, the understanding of the current situation of the industry and the understanding of the future direction.

Textile industry is a constructive force to benefit people's livelihood and promote economic and social stable development in the new era

In the past year, despite the impact of the new epidemic situation, fluctuations in raw material prices, rising freight prices and power rationing in some regions, the industry still showed strong development toughness and vitality, achieved a good start in the "14th five year plan", made outstanding contributions to stabilizing the economy, protecting people's livelihood, promoting employment and preventing risks, and played a more prominent role in the national economy.

1. Stabilize the economic market and play the role of pillar industries in national economic and social development.

From January to November 2021, the industrial added value of Enterprises above the industrial scale will increase by 4.8% year-on-year, and the growth rate will increase by 7.9 percentage points compared with the same period of last year. The industrial added value of most parts of the industrial chain has achieved positive growth, and the growth rate of filament weaving, household textiles and textile machinery industry is more than 10% year-on-year. The comprehensive strength of the industry continued to improve. China's 34000 Textile Enterprises above Designated Size achieved a revenue of 4626.2 billion yuan, a year-on-year increase of 13.2%. The total profit of Enterprises above Designated Size reached 233.58 billion yuan, up 30.8% year on year.

The degree of industry intensification has been continuously improved, and the industrial structure has been continuously optimized. In the first three quarters of 2021, the operating revenue of 171 listed companies in the industry increased by 30.5% year-on-year, and the total profit increased by 63.5% year-on-year, exceeding the profit scale of the whole year in 2019 and 2020. The average operating revenue of 171 listed companies in the first three quarters reached 6.84 billion yuan, and the average profit per household reached 750 million yuan, with a profit margin of 11%. In 2021, at least 9 enterprises involved in textile industry will enter Fortune Global 500. Small and medium-sized enterprises have achieved steady development. In 2021, 124 textile related enterprises have entered the list of the first three batches of "specialized and special new" small giant enterprises of the Ministry of industry and information technology. In the selection of the Sixth Batch of single champion of the Ministry of industry and information technology, 51 Enterprises in the textile industry won the single champion enterprises, and 29 enterprises won the single champion products. The development of the industry has made positive contributions to stabilizing the macroeconomic market and implementing the tasks of "six stabilities" and "six guarantees".

2. Promote common prosperity and play the role of basic industries in solving people's livelihood and beautifying life.

From meeting the material needs to meeting the spiritual needs, from improving the quality of life to improving the quality of life, from promoting consumption upgrading to promoting industrial upgrading, the full supply of textile products continues to meet the needs of people's livelihood and create a better life for the people. From January to November 2021, the output of chemical fiber, yarn, cloth, printed and dyed cloth and clothing increased by 10.3%, 10.1%, 8.5%, 15.1% and 8.5%, respectively, 9.2%, 20.2, 26.8, 22.3 and 17.3 percentage points higher than the same period of last year; The output of nonwovens decreased by 1.5% on a year-on-year basis due to the influence of base number, but the annual growth rate reached 6.2% in two years. Under the background of increasing inflation expectations, the stable and smooth operation of the textile industry chain has played a positive role in stabilizing prices. Technological innovation and application innovation make the trend that everything can be woven is more obvious. The revolutionary substitution of fiber materials is bringing infinite imagination space to the industry.

The textile industry has the characteristics of multi format integration and long industry depth. It has the characteristics of wide caliber, easy to cut in, high-end and high potential. Textile industry is developing in the most developed and least developed regions. The gradient transfer of industry has effectively promoted the linkage and coordinated development of regional resources, and the cluster development of industries has vigorously promoted the revitalization of rural areas and the construction of new urbanization. Most of the counties with GDP over 100 billion take textile and garment industry as the pillar industry of economic development. The industry has driven more than 20 million direct employment population of the whole society, which is an important space for innovation and Entrepreneurship of small and micro private entities, and plays an irreplaceable role in providing employment and entrepreneurial opportunities.

3. Serve the new development pattern and give full play to the role of international cooperation and integration in the development of advantageous industries.

The integration and superposition of science and technology, fashion and green make textile industry an important part of modern economic system, and play an important role in promoting consumption and industrial upgrading. Industry investment is mainly focused on upgrading technology and equipment, extending industrial chain and adjusting regional layout. These investments have a comprehensive driving effect on stabilizing growth, adjusting structure and benefiting people's livelihood. From January to November 2021, the average growth rate of investment in chemical fiber and textile industry is 4.4% and 1.7% respectively, and the scale has exceeded the level before the epidemic. From the perspective of consumption, textile products are relatively stable categories in the domestic market, and the industry has made positive contributions to the growth of domestic demand. From January to November 2021, the offline retail sales of clothing, shoes, hats, needles and textiles above the national quota will reach 1236.3 billion yuan, with a year-on-year increase of 14.9%; The retail sales of online wear goods increased by 11.1% year on year. Traditional brands such as Anta, bosden, and new sharp brands such as bester and bosie are rising rapidly, and "pingti" has become an important consumption trend.

Under the epidemic situation, the scale advantages and system advantages of the industry have been fully reflected, making an important contribution to the smooth supply chain of the global industrial chain. From January to November 2021, the total export volume of textiles and clothing increased by 7.6% year-on-year. With the export of masks and protective clothing shrinking by nearly $50 billion, the industry export in 2021 is expected to reach a record high of more than $310 billion. Under the support of overseas order backflow and other factors, the clothing export volume increased by 25.1% from January to November 2021, which was the best growth level since 2014; The annual clothing export volume is expected to reach the highest point since 2016. The structure of foreign trade is more diversified. The amount of textile raw materials and products exported to Vietnam and India increased by 23.3% and 72.2% respectively from January to October 2021.

4. Analysis and Prospect

Although the achievements are gratifying, we should also see the trend of "high before and low after" in 2021. As some unsustainable growth factors subside, the steady development of the industry is under pressure. The evolution trend of the new epidemic situation and the international cooperation environment faced by China are highly uncertain, which poses a challenge to the realization of the economic goal of "taking the lead in stability and seeking progress in stability". It is expected that 2022 will form a major test for the industry's development toughness and high-quality development ability.

First, the trend of differentiation is difficult to change in the short term. The recovery degree of each link of the industrial chain is uneven, the price transmission mechanism is not smooth, and the middle and lower reaches are facing greater cost pressure. Affected by commodity prices, the total profits of chemical fiber and cotton textile industry at the front end of the industrial chain increased by 221.9% and 72.3% year on year; The profit growth rate of midstream industry is generally in the range of 20% - 45%; The average negative growth rate of clothing industry is 5.6%, and that of home textile industry is 3%. The differentiation of enterprise development is more obvious, and the development pressure of small and micro enterprises is obviously increased. According to the statistics of 58 key textile industrial clusters by China Textile Federation, 44000 of the 48000 enterprises in the cluster are enterprises under the scale, and the average annual operating income of each household is less than 4 million yuan. From January to October of 2021, the operating revenue of these enterprises decreased by 2.1%, the total profit decreased by 26.1%, and the profit margin was only 3.5%.

Second, the growth momentum of the international market is weakening. On the one hand, the contraction trend of foreign demand growth comes from macroeconomic fundamentals. Inflation pressure will accelerate the tightening of monetary policies in developed countries, and form negative constraints on market consumption capacity and consumption confidence. On the other hand, due to the readjustment of the distribution of international purchase orders, with the evolution of the epidemic situation, the supply chain in Southeast Asia and South Asia may gradually recover, and the situation of export orders returning to China may change.

Third, the importance of domestic demand market has increased. From January to November 2021, the growth rate of retail sales of clothing, shoes, hats, needles and textiles above the national quota ranked the 10th among the 15 categories of products, and the growth level of online retail sales of wearing goods was still low compared with that before the epidemic. With the increase of the statistical base, the macro environment is becoming more complex. After the network channel passes through the centralized release period of dividends brought by the epidemic, the growth of domestic demand will show a marginal slowdown trend. Therefore, it is more important to explore the market space of domestic demand in different levels and fields. For example, under the policy background of comprehensively promoting rural revitalization and narrowing the gap between urban and rural areas, we should actively grasp the demand release opportunities of rural market and low-level city consumption market; Under the policy environment of appropriately carrying out infrastructure investment ahead of time and promoting the virtuous circle of real estate industry according to urban policies, we should actively explore the application demand space of various textile products, especially industrial textiles.

Fourth, there are new trends in regional layout adjustment. In 2021, Guangxi, Xinjiang, Guizhou, Jiangxi, Shanxi and other provinces in the central and western regions have shown outstanding performance in the growth of textile industry investment. This shows that under the situation of continuous changes in land, employment, energy consumption, water intake and sewage discharge and other resource conditions, the domestic regional layout adjustment is advancing steadily. With the continuous progress in promoting the construction of the belt and road initiative, the comprehensive transportation network and other infrastructure conditions between China and countries along the belt and road have been continuously optimized. The construction of free trade zones such as China ASEAN and RCEP has effectively improved the investment environment, and the transnational industrial chain and supply chain system from Western China to Southeast Asia, Central Asia and other regions are gradually connected, So that Guangxi and other western coastal provinces have a new opportunity to undertake the transfer of textile industry. With the effective control of Xinguan epidemic situation, it will be a more extensive development practice of textile industry to build a comprehensive industrial chain and supply chain system in the eastern, central, western, domestic and foreign countries.

2. The industry should be integrated into the overall situation of national rejuvenation.

Under the leadership of the party, after a hundred years of struggle, the great rejuvenation of the Chinese nation has entered an irreversible historical process. This is the tide and surge of the rise of the industry, the time and trend of the industry development.

In the new era, it is the space and measure of the industry to build a new development pattern with domestic and international circulation as the main body and domestic and international dual circulation promoting each other.
