The meeting pointed out that it is necessary to take multiple measures and work in the same direction to ensure the safe operation of the whole cotton industry chain. It is necessary to accelerate the construction of national cotton and cotton yarn trading center and digital trading platform, realize online and offline synchronous operation, and improve the digital and intelligent level of cotton industry. We should strictly implement the policy of purchasing and processing cotton, guide enterprises to abide by the market rules and standardize their operation according to law. It is necessary to speed up the construction of credit standard system for cotton enterprises and determine cotton processing capacity scientifically and reasonably. We should promote the merger and reorganization of cotton processing enterprises, make them bigger and stronger, and enhance the level of enterprise intensification, scale, standardization and informatization. We should speed up the introduction of high-quality cotton industry, expand the local cotton industry, and increase the local cotton industry transformation rate.

The meeting stressed that all relevant departments should strengthen cotton quality management and continuously promote cotton quality improvement and efficiency improvement in the autonomous region. It is necessary to speed up the revision and improvement of cotton quality testing standards, continue to do a good job in quality supervision, and standardize the production and processing behavior of enterprises in combination with the actual expansion of machine picked cotton area in Xinjiang. It is necessary to adhere to the principle of unified policy, unified planning, unified standards, unified market and unified supervision to ensure the integrated development and common development of the military and local cotton industry.
