According to the action plan, we will promote the upgrading of energy conservation and efficiency improvement in key industries. In view of the main energy consumption links and equipment in machinery, paper making, textile, electronics and other industries, a number of key common energy-saving technology and equipment are promoted to accelerate the improvement of energy efficiency in the industry. Data center: accelerate the application of refrigeration energy-saving technologies such as liquid cooling and natural cooling sources, encourage the use of distributed power supply, modular machine rooms and virtualization, cloud IT resources, high-temperature IT equipment and other efficient systems and equipment, promote high-voltage DC power supply, integrated power module and other technologies, and develop intelligent energy management and control system. Data centers are encouraged to optimize and reduce redundant infrastructure and build their own waste heat recovery facilities on the premise of ensuring safe operation.
Communication base station: promote the application of hardware energy-saving technology, and improve the overall energy efficiency of the equipment by using high process chips and gallium nitride power amplifiers. New heat dissipation technologies such as liquid cooling and natural cooling source are gradually introduced. 3. Continuously improve the energy efficiency of energy consuming equipment and systems
Focusing on general energy consuming equipment such as motors, transformers and boilers, we will continue to carry out special actions to improve energy efficiency, increase the application of high-efficiency energy consuming equipment, and carry out energy-saving transformation of existing energy consuming equipment.
(4) implement motor energy efficiency improvement action. (7) implement energy efficiency improvement actions for energy use systems. Carry out matching energy-saving transformation and operation control optimization of key energy consumption equipment system. Speed up the application of high-efficiency centrifugal fan, low-speed high torque direct drive, high-speed direct drive, servo drive and other technologies, so as to improve the efficiency and quality of fan, pump, compressor and other motor systems. IV. overall improvement of comprehensive energy efficiency of enterprise Parks
We will promote industrial enterprises and industrial parks to strengthen the management of energy consumption in the whole chain, in all dimensions and in the whole process, coordinate to promote energy conservation and efficiency improvement of large and medium-sized enterprises, and systematically improve the comprehensive energy efficiency level of the industrial chain supply chain.
(8) strengthen industrial energy efficiency benchmarking. We will comprehensively carry out benchmarking to meet the standards, select and publish the list of energy efficiency "leaders" and their energy efficiency indicators in key energy use industries, and guide industrial enterprises to catch up with and surpass the energy efficiency "leaders" through setting up benchmarks, publicity and promotion, and policy incentives. Taking the international advanced level and energy efficiency benchmark level of key industries as the starting point, we should reasonably set higher energy efficiency indicators, guide leading and innovative backbone enterprises to fully adopt advanced cutting-edge technology and equipment, explore and build super energy efficiency factories, and set up international leading energy efficiency benchmarking. By 2025, we will select 100 energy efficiency "leaders" in key energy use industries and explore the creation of 10 super energy efficiency factories.
(9) strengthening energy efficiency management in industrial enterprises. It is encouraged to strengthen the energy efficiency management of the supply chain of the industrial chain through market-oriented methods such as project cooperation, industrial co construction and alliance building, so as to guide energy efficiency improvement. Large enterprises are encouraged to take the lead in implementing the green procurement guidelines and strengthen the energy efficiency constraints in procurement. We should encourage the signing of energy-saving voluntary agreements, implement energy efficiency promotion initiatives in the supply chain, and carry out energy-saving voluntary declaration and self-commitment.
(11) strengthen the energy efficiency service capacity of small and medium-sized enterprises. Small and medium-sized enterprises should be guided to apply energy-saving technology, technology and equipment, increase the utilization of renewable energy and new energy, and establish green factories by benchmarking. Promote and improve the energy efficiency cooperation service mechanism of small and medium-sized enterprises by industry, carry out various energy-saving services for small and medium-sized enterprises, and publicize and promote energy-saving and efficiency improvement transformation cases. (12) strengthen energy management in industrial parks. Guide the petrochemical, chemical, textile, ceramic and other industrial production enterprises to transfer to the park, form the industrial scale effect, and build and share energy and other infrastructure. In the industrial park, new business forms such as central heating and gas supply and energy supply center should be promoted according to local conditions, so as to fully release the heating capacity of power plants and industrial waste heat, develop long-distance heat supply projects, and orderly replace coal-fired boilers within the coverage of pipe network. We should strengthen DSM, establish DSM demonstration enterprises and parks in the industrial field, and optimize the allocation of power resources. 5. Orderly promote low carbon transformation of industrial energy use
We will strengthen the two-way interaction between energy supply and demand, make overall use of different energy sources such as fossil energy and renewable energy, and actively build an industrial energy structure with multiple energy sources, such as electricity, heat, cooling and gas, which are highly complementary.
13. Accelerate the efficient and clean utilization of coal. We will orderly promote the reduction and substitution of coal, and promote the transformation of coal into clean fuel, high-quality raw materials and high-quality materials. Accelerate the application of clean coal combustion technology. In accordance with the principle of "determining reform by gas", we will promote the substitution of industrial coal-fired natural gas in an orderly manner. 14. Accelerate the diversification and greening of industrial energy use. Support qualified industrial enterprises and industrial parks to build industrial green microgrid, accelerate the development and operation of distributed photovoltaic, distributed wind power, efficient heat pump, waste heat and pressure utilization, intelligent energy management and control, and promote the efficient and complementary utilization of multi energy. We will encourage the purchase of green electricity through the electricity market and the large-scale and high proportion use of renewable energy in nearby areas. (15) accelerate the electrification and low-carbon of terminal energy consumption. In key industries such as iron and steel, petrochemical industry, non-ferrous metals, building materials and other industries, as well as heating, drying, steam supply and other links, we will promote the use of electric furnace steel, electric boilers, electric kilns, electric heating, high-temperature heat pump, and high-power electric thermal energy storage boilers, so as to expand the utilization ratio of energy consumption equipment at the electric gasification terminal. The low temperature heat source in the industrial production process should be electrified in a safe and orderly way. It is encouraged to give priority to the use of renewable energy to meet the electricity demand of power substitution projects. By 2025, the proportion of electric energy in industrial terminal energy consumption will reach about 30%.
Vi. actively promote the upgrading of digital energy efficiency
Give full play to the enabling role of digital technology in industrial energy efficiency improvement, promote the construction of energy management and control system with state perception, real-time analysis, scientific decision-making and accurate implementation, and accelerate the transformation of production mode into digital and green.
(16) improve the technical level of digital energy conservation and efficiency improvement.
